Submit quotations via email to [email protected] by 22 July 2026 at 23:30. Quotations must be typed on company letterhead and addressed to Tholang Mothabeng. Use official forms provided; do not re-type. Late submissions will be rejected. Bids must comply with Preferential Procurement Policy Framework Act, 2000, and Regulations, 2022. Attempts to canvass SCM officers or PRASA employees during evaluation may disqualify the bid. Mandatory returnable documents must accompany the bid; failure to submit these will result in disqualification. Validity period: 60 working days from closing date. PRASA may request extensions if internal processes are not finalized.

Mandatory returnable documents: Quotation on company letterhead, valid RMI Certificate, completed RFP documentation (all declarations), valid SARS PIN or CSD registration number, certified ID copies of directors. Failure to submit these by the closing date will result in disqualification. PRASA may request missing Stage 1B documents within 3 working days; non-submission thereafter will disqualify the bid.

Scope: Supply and repair of worn-out bus starter parts, including complete bus engine overhaul, commissioning, and testing at Pretoria Depot. Labour tasks: Chemical cleaning/stripping/blasting, consumables, crack testing, diesel handling, dyno test run/hot run, polishing main bearings, turbo reconstruction, head reconstruction, engine removal/replacement, cylinder resleeving, standardizing/checking conrods. Parts to be supplied by the supplier: Set main bearings, gasket set, oil pump/gears and bush, fuel filter, oil filter, overhauled injectors, complete assembly, conrod bolts, oil pressure valve, camshaft, cam follower, valve stem seals, O-rings, injector tubes O-rings, seal bushing. Workshop inspection will be conducted (see Annexure A Site Visit Evaluation Sheet).

Workshop inspection will be conducted. Bidders must comply with the Site Visit Evaluation Sheet (Annexure A). Quality of work and adherence to specifications will be assessed during this inspection.

Pricing must be in South African Rand, inclusive of all taxes. Submit pricing strictly using the provided schedule; deviations may disqualify the bid. Include cost breakdown, price escalation basis, and formula. Discounts will only be considered in the final evaluation stage. PRASA may negotiate market-related prices with top 3 bidders if the highest-scoring bid is not market-related. Payment terms: Within 30 days of receipt of correct tax invoice. Delivery period: Specify earliest possible delivery in working days from date of order.

Tax Compliance: Submit valid SARS TCS PIN (apply via e-filing at www.sars.gov.za) or CSD registration number if no TCS PIN is available. Each party in consortia/joint ventures must submit separate TCS certificates/PINs/CSD numbers. No bids accepted from state employees or entities with state-employed directors/members. Mandatory: Register on National Treasury’s Central Supplier Database (CSD) at https://secure.csd.gov.za/ (foreign suppliers with no local entity exempt). B-BBEE: Minimum Level 1 or 2 for 10 points (submit SANAS-approved certificate or affidavit for JVs). 51% black women ownership for 10 points (submit certified ID copies of owners and CIPC registration). Disclose Politically Exposed Persons (PEPs) or Prominent Influential Persons (PIPs) in the organization. Submit SBD4 (Bidder’s Disclosure) and SBD6.1 (Preference Points Claim Form).

B-BBEE Requirements: 10 points for B-BBEE Level 1 or 2 (submit SANAS-approved certificate or affidavit for joint ventures). 10 points for at least 51% black women ownership (submit certified ID copies of owners and CIPC registration). Points are allocated under the 80/20 preference point system. Failure to submit proof will result in no points for specific goals.

Warranty: Items must meet PRASA requirements, be fit for purpose, and remain defect-free for 1 year from acceptance (unless otherwise stated). Indemnity: Supplier indemnifies PRASA against claims arising from negligence, legal breaches, or defective materials/workmanship. Subcontracting: Requires PRASA’s prior approval; the primary bidder remains liable. Governing law: South African law, with non-exclusive jurisdiction of South African courts. Special Conditions: Award is subject to PRASA securing funding. PRASA may cancel the RFQ if funding is not secured and is not liable for related claims. Bidders waive rights to legal action in such cases.

Funding Contingency: Award is subject to PRASA securing necessary funding. PRASA may cancel the RFQ if funding is not secured and is not liable for claims, losses, or damages arising from funding failure. Bidders waive rights to legal action in such cases. PRASA will inform bidders of funding progress. Legal Review: PRASA’s Legal Counsel will review proposed contractual terms before award. PRASA reserves the right to modify RFQ terms, reject non-compliant bids, or reject late submissions.

Bidder Disclosure: Submit SBD4 form to declare any state employment, relationships with PRASA employees, or interests in related enterprises. Disclose Politically Exposed Persons (PEPs) or Prominent Influential Persons (PIPs) in the organization. False declarations may result in disqualification or contract termination.
