The purpose of this Request for Quotation (RFQ) is to appoint a service provider to Support the
Design, Facilitation, and Documentation of the Inclusive Land Framework (ILF) through technical
input and guidance and facilitated workshops in Greater Kruger Mega Living Landscape within
the Southern part (Barberton -Makhonjwa) and Greater Mapungubwe as well a national
workshop for key national stakeholders. The national workshop will target civic society and
government/entities separately.
South African National Parks (SANParks) is a public entity functioning under National Environmental
Management: Protected Areas Act (Act ); with the mandate to conserve;
protect; control; and manage national parks and other defined protected areas and their biological
diversity (Biodiversity). As a public entity, SANParks is also governed by the Public Finance
Management Act, Act (as amended by Act ), and it is listed as Schedule 3 Part
A: public entities.
SANParks’ operations are totally guided by its vision statement and mission statement. As a public
entity, the organisation is committed to act in pursuance of transformation of South Africa’s society
in support of entrenching South Africa’s democracy. In this regard, the organisation has adopted a
transformation mission to guide its efforts accordingly. South African National Parks (SANParks), in
line with its Vision 2040 and Mega Living Landscapes (MLL) approach, is undertaking a structured,
multi-stakeholder process to co-create an Inclusive Land Framework (ILF). The ILF seeks to
enable voluntary, partnership-based land inclusion that strengthens land rights, enhances
biodiversity outcomes, and unlocks socio-economic benefits for historically marginalised
landholders.
Given the complexity, sensitivity, and strategic importance of land in South Africa, SANParks requires
the services of a suitably qualified and independent service provider to support the design,
facilitation, and documentation and revision of the Inclusive Land Framework for SANParks.
South African National Parks (SANParks) invites an experienced consultant to act as a technical and
process partner to SANParks in the development of the Inclusive Land Framework, ensuring that the
process is:
Credible and inclusive
Technically sound and legally informed
Ethically facilitated (including appropriate local language use and cultural nuances)
Implementation-ready and Board-ready
