• Scope: Provide safety training for 17 Land Bank delegates.
• Deliverables:

1. Onsite First Aid Level 1 and 2 training for 17 delegates.

2. Onsite Basic Firefighting training for 17 delegates.

3. Virtual SHE Representative training for 3 delegates.

• The First Aid and Firefighting training must be conducted consecutively at the Land Bank Head Office in Centurion. The service provider must travel to the client's site.
• The SHE Rep training can be delivered virtually after delegates return to their provinces.
• Venue: Land Bank Head Office, 272 corner Lenchen Avenue & West Avenue, Lakefield Office, Centurion.

• The evaluation methodology follows the Preferential Procurement Regulations 2022.
• The 80/20 preference point system applies.
• Bidders must complete the SBD 6.1 form in full to claim B-BBEE and subcontracting points.

• Use the provided pricing schedule template.
• List the three services with quantities: First Aid Level 1 & 2 (17), Basic Firefighting (17), SHE Rep virtual (3).
• Provide a unit cost and total price for each line.
• Ensure all costs (labour, materials, transport) are included in your rates.
• Quote prices excluding VAT and show VAT separately.
• Prices must be valid for 120 days.

• Submit your quotation using the provided pricing schedule.
• Price three line items: First Aid Level 1 & 2 (17 delegates), Basic Firefighting (17 delegates), and SHE Rep functions virtual (3 delegates).
• All rates must be inclusive of labour, materials, transport, etc.
• Prices must be quoted excluding VAT; show VAT separately.
• Quoted prices must remain firm for the contract duration and be valid for 120 days.
• Clearly document all pricing assumptions and excluded costs; no price adjustments will be entertained later.
• The evaluation includes a financial risk analysis. Bids may be disqualified for unduly high or low rates.

• Tax Compliance: Provide your SARS Tax Compliance Status (TCS) PIN or, if not available, your Central Supplier Database (CSD) number. Foreign suppliers may have different requirements.
• Central Supplier Database (CSD): You must be registered on the National Treasury CSD (https://secure.csd.gov.za/) and provide proof.
• B-BBEE: Submit a valid B-BBEE certificate from a SANAS-accredited agency or a sworn affidavit to claim preference points.
• Statutory Documents: Also required are a completed Vendor Accreditation Form, a cancelled cheque/bank letter, fully completed and sworn supplier information forms, and certified copies of ID documents for shareholders/directors.
• Disclosure: Complete and sign the SBD 4 form declaring any conflicts of interest. False declarations lead to exclusion.
• Other: Bidders must not be in the service of the state, listed on the Tender Defaulters Register, or have a history of poor performance or fraud.

• The core service involves providing First Aid, Firefighting, and SHE Representative training, which are inherently health and safety related.
• The training must comply with relevant South African safety standards.
• Land Bank may consider a bidder's history of poor performance regarding safety, health, or environmental compliance as a risk factor.

• The successful bidder must sign a written contract (SBD 7).
• The bidder will be required to sign a confidentiality agreement.
• Land Bank reserves the right to amend the terms of reference.
• The contract is subject to the Preferential Procurement Policy Framework Act and its 2022 Regulations, and the General Conditions of Contract.
• Bidders consent to the processing of personal information under the Protection of Personal Information Act (POPI).
• Land Bank may conduct due diligence, including checks for litigation, criminal convictions, and reputational risk.

• The RFQ uses a two-stage evaluation.
• Stage 1 (Mandatory): Bidders must complete the pricing schedule. Non-compliance leads to disqualification.
• Stage 2 (Scored): Price (80 points) and Specific Goals (20 points) are scored using the 80/20 preference point system.
• Specific goals relate to B-BBEE ownership: 10 points for at least 51% black ownership, and 10 points for at least 51% black women ownership.
• Submit a B-BBEE certificate or affidavit to claim these points.
• Additional objective criteria (e.g., tax compliance, CSD registration, performance history) are checked for risk assessment before award.
