The successful bidder will be required to sign a written contract form (sbd 7). Returnable forms include sbd 1 (invitation to bid), sbd 4 (declaration of interest), sbd 6.1 (Preference points claim), and proof of authority to sign (e.g. Company resolution). All supplier information and disclosure forms must be completed, signed and stamped by a commissioner of oaths. Failure to provide or comply with any required particulars may render the bid invalid. Land bank may request outstanding essential documents during evaluation, to be provided within 5 working days; failure to do so makes the proposal non-responsive. The bidder must sign a confidentiality agreement. Land bank reserves the right to amend the terms of reference. Only bidders passing stage 1 are considered for price and specific goals. A valid b-bbee certificate is required to claim specific goals. Evaluation is per PPPFA 2022, using the 80/20 or 90/10 system. Bidders must complete annexure i sbd 6.1 In full. Statutory compliance documents include vendor accreditation form, csd registration, cancelled cheque or stamped bank letter, signed disclosure forms, tax compliance status pin, BEE certificate, and certified ID copies. Land bank may review tax status, csd compliance, misrepresentation, non-performance, register of tender defaulters, conflicts of interest, fraud/corruption convictions, contract removals, and pricing reasonableness. Due diligence may include financial analysis, judgements, pending litigation, performance history, and reputational harm. Fica/kyc checks and pep screening apply. Popi act consent is required.

Two-envelope submission process: - envelope 1: RFB document and technical/functionality response (original, excluding pricing). - Envelope 2: price response only (original). - Also submit one electronic copy (pdf on USB) of each envelope, in a sealed padded envelope, clearly marked. - Hard and electronic copies must be marked with bidder name, contact details, RFB number, description, and closing date. - Bids must be hand-delivered to the land bank head office tender box, lakefield office park, block a, first floor, 272 west avenue, die hoewes, centurion, before or on the closing date and time. - Late, faxed, or e-mailed bids will not be accepted. - Proposal must be signed by an authorised representative, with initials at the bottom of every page. - All returnable documents must be submitted with the bid by closing time. - Returnable forms include: sbd 1 (invitation to bid), sbd 4 (declaration of interest), sbd 6.1 (Preference points claim), vendor accreditation form, bidders disclosure, covenant of integrity, fica/kyc documents, bribery and corruption declaration, valid b-bbee certificate or affidavit, tax compliance status pin and certificate, cancelled cheque or bank letter, csd proof of registration, and the completed pricing schedule. - Bidders must notify land bank of intent to bid via email to [email protected], Providing company name, contact person, phone, csd number, b-bbee level, and email address. - Clarification questions must be emailed to [email protected].
