Electoral Commission (IEC) Tenders & RFQ's

All applicable pages in the tender document must be duly signed and returned as part of your submission. Failure to comply will invalidate your tender. NO late tenders will be accepted. Ensure your submission is complete and submitted before the closing date and time.

- Submit bid in a sealed envelope or suitable container with company name and tender reference number (IEC/LP-03/2026) written on IT. - deliver to the electoral commission's tender box or designated room at election house, riverside office park, 1303 heuwel avenue, centurion, before closing date and time. - Bids must be deposited only in the specified tender box/designated room; bids placed in incorrect boxes or submitted by fax, email, post, or electronic means will not be considered. - Complete all applicable tender forms (pages 1–69) in original ink; do not retype or substitute pages. Photocopied signatures/initials or use of correction fluid/tape will lead to disqualification. - Sign/initial all applicable pages, including the contents page, in original ink. Failure to do so invalidates the bid. - Ensure all mandatory forms and schedules are fully completed; incomplete submissions will be disqualified. - Bids must be delivered timeously; late bids (even partially) will be recorded but set aside and not considered. - The tender box/designated room is only open during office hours. - NO letters of appointment will be issued; successful bidders will sign a service level agreement or receive an official purchase order.

• Submit your bid online via the electoral commission's eprocurement website (votaquotes) before the closing date and time. The system's clock is authoritative. • You must be registered and approved on votaquotes to bid. • Required returnable documents include: - completed appendix a: technical bid response sheet (mandatory for technical compliance). - Completed appendix b: pricing schedule and appendix b1 (pricing must match online submission). - At least three (3) contactable references for similar mobile app development work (use appendix c as a guideline). - Evidence of access to qualified mobile development, ux/design, analysis, and project management resources. • Supporting documentation can be uploaded to the auction site or placed in the tender box at the iec national office in centurion (address: election house, riverside office park, 1303 heuwel avenue, centurion, 0157). Mark submission: 'for the attention of procurement and asset management department – auction 0010562824'. • Failure to submit all required documentation on time will disqualify your bid. Confirm receipt with the procurement department.
