Supply and delivery of protective equipment for municipal employees operating chainsaws. Items required:

• Chainsaw chaps/trousers: Protect legs and thighs. Sizes: Small, Medium, Large (quantities specified per named individual).
• Steel-toe boots: Foot protection. Sizes: 5, 7, 8, 9 (as per individual requirements).
• Safety jackets: Hi-vis orange, reflective silver strips, bomber style, multiple pockets, ribbed cuffs and hem. Sizes: Medium, Large.
• Helmets with visor & ear defenders: 10 units for face and hearing protection.
• Cut-resistant gloves: 2 boxes for hand protection.

Purpose: Enhance workplace safety, reduce injury risk, and comply with Occupational Health and Safety (OHS) standards for municipal parks and recreation operations.

Bidders must submit:

• Company profile with proven experience in supplying similar protective equipment.
• Certified ID copies of directors/members (valid within 3 months).
• Joint Venture (JV) agreement (if applicable).
• B-BBEE Certificate: Original/certified copy issued by a SANAS-accredited verification agency or IRBA-approved auditor (or sworn affidavit for EMEs/QSEs).
• Tax Compliance: SARS Tax Compliance Status PIN or CSD registration proof.
• Municipal compliance: Proof of no arrears with local municipal rates/services (>30 days).
• Financial capacity: Appointment letters, reference letters, or purchase orders on institutional letterhead to claim points.
• Transport proof: NaTIS registration certificate for owned/hired/leased transport.

Pricing requirements:

• Submit a signed quotation as the costing schedule.
• Total price (inclusive of VAT) must be written in words, numerals, and signed on the Form of Offer.
• Prices must be firm for the contract duration and include all costs (administrative, transport, delivery).
• VAT: All prices must include 15% VAT.
• Currency: Prices in South African Rand (ZAR), not linked to exchange rates.
• Local content: If applicable, declare local content percentage using SATS 1286:2011 formula. Imported content costs (including labor, IP, freight, duties) must be converted to ZAR using SARB exchange rates at 12:00 on the bid advertisement date.
• Failure to comply: Missing or unsigned pricing documents will result in the bid being deemed non-responsive.

Pricing must be firm for the contract duration, inclusive of VAT (15%), and cover all costs (administrative, transport, delivery). Prices cannot be linked to exchange rates. Submit a signed quotation as a costing schedule, with the total price (inclusive of VAT) written in words, numerals, and signed on the Form of Offer. Failure to comply invalidates the bid. Payment terms: Official Municipal Order and signed delivery note/invoice required for payment. No price adjustments will be considered during the contract period.

Mandatory submissions (non-compliance = disqualification):

• Company registration document (CK).
• National Treasury Central Supplier Database (CSD) registration proof.
• SARS Tax Compliance Status PIN or CSD number (if no TCS available).
• Certified ID copies of directors/members (valid within 3 months).
• Certified documents (all must be <3 months old).
• Comprehensive Joint Venture (JV) agreement (if applicable).
• Completed tender forms: Form of Offer, Declaration of Interest.
• Municipal account statement (<3 months old) or lease agreement or SAPS affidavit (if not liable for municipal rates) or ward councillor letter.
• Company profile with proven experience.
• Original/certified B-BBEE Certificate (issued by SANAS-accredited agency or IRBA-approved auditor).
• Local content declaration (if applicable, per SATS 1286:2011).

Additional: Bidders must not be in arrears with municipal rates/services by >30 days. Misrepresentation of business address for points may lead to disqualification. No bids accepted from state employees.

• Promote safe and efficient operations in parks, open spaces, and public facilities.

Equipment specifications:

• Safety jackets: Hi-vis orange, reflective silver strips, bomber style, multiple pockets, ribbed cuffs and hem.
• Helmets: With visor and ear defenders for face/hearing protection.
• Chainsaw chaps: Specialized trousers to protect legs and thighs from chainsaw injuries.
• Steel-toe boots: Foot protection.
• Cut-resistant gloves: Hand protection.

Contract terms include:

• Firm pricing: Prices are fixed for the contract duration, inclusive of VAT, and not linked to exchange rates.
• Payment: Requires an Official Municipal Order, signed delivery note, and invoice.
• Subcontracting: Maximum 25% of contract value may be subcontracted to enterprises with equal/higher B-BBEE status (or EMEs with capability).
• Local content: Must comply with SATS 1286:2011 for designated sectors. Local content percentage calculated as: LC = [1 - (imported content / bid price)]

• 100. Imported content includes costs of foreign components, labor, IP, freight, and import duties.

• Disqualification: Bids may be disqualified if local content declarations (Annex C, D, E) are missing, unaudited, or incorrect.
• Binding contract: Submission of a bid and written acceptance by the municipality constitutes a binding contract.
• Bid validity: Bids remain valid for 90 days from closing date.

Evaluation uses the PPPFA 80/20-point system across 3 stages:

Stage 1: Compliance/Administrative Check

• Bids are checked for completeness, valid signatures, and legal compliance. Non-compliant bids are disqualified.

Stage 2: Functionality (Capacity and Capability)

• Minimum 60 points required to advance. Scoring:
• Financial capacity (35 points): Based on appointment/reference letters or purchase orders (R300,000+ = 35 points; R150,000–R299,999.99 = 30 points; etc.).
• Resource availability (35 points): Own transport = 35 points (NaTIS proof); Hire transport = 20 points (NaTIS + lease agreement); No transport = 0.
• Delivery timeframes (30 points): 5–10 days = 30 points; 10–20 days = 20 points; >20 days = 10 points.

Stage 3: Financial Offer & B-BBEE

• Only bids scoring ≥60 in Stage 2 are evaluated. Points: Price (80), B-BBEE (10), Locality (10).
• B-BBEE and Specific Goals: Points vary by contributor level and location (e.g., Level 1 within Enoch Mgijima Municipality = 10 B-BBEE + 10 Specific Goals points).
