Request for traditional media monitoring platform (national and international)

Open to various business structures (partnerships, joint ventures, sole proprietors, companies). Must comply with Preferential Procurement Regulations 2022. Eligibility for preference points requires proof of ownership by Black persons, Women, Disabled persons, or Youth (ages 14-35 as of tender closing date).

• This is a Preference Points Claim Form in terms of the Preferential Procurement Regulations 2022.
• It must form part of all tenders invited.
• Tenderers must study the General Conditions, Definitions and Directives applicable to the tender and the Preferential Procurement Regulations, 2022 before completing this form.

• To claim preference points for Specific Goals, bidders must provide proof:

• For Black, Women, and Youth ownership: Certified copy of ID, certified company registration document, CSD full detail report, and certified BBBEE certificate or Sworn Affidavit to substantiate ownership equity.
• For Disabled ownership: Medical certificate from a practitioner registered with the HPCSA confirming the disability.

• The organ of state may disqualify a tenderer, cancel the contract, and impose restrictions or criminal prosecution if goals are claimed fraudulently or conditions are not fulfilled.

• The Bidder's Disclosure (SBD4) form is a mandatory returnable document.
• Bidders must complete all sections: declaration of interest, state employment details (names, ID numbers, state institution), relationships with the procuring institution, and interests in other related enterprises.
• The form must be signed and dated by an authorised representative.
• Incomplete or false disclosure leads to automatic disqualification.
• Bidders should ensure all other required standard bidding forms (e.g. SBD1, SBD3.3) are submitted as per the tender invitation (not detailed in this document).

Automatic disqualification if listed in the Register for Tender Defaulters or the List of Restricted Suppliers. The bidder, its directors, trustees, shareholders, members, partners, or any person with a controlling interest must not be in a conflict of interest as defined in the declaration. The bid must be arrived at independently without collusion.

• The tender is open to any natural or juristic person.
• Bidders must adhere to the principles of transparency, accountability, impartiality, and ethics as enshrined in the Constitution and relevant legislation.
• A declaration in the prescribed format (SBD4) is required.

• Bidders must not be listed on the National Treasury's Register for Tender Defaulters or the List of Restricted Suppliers.
• Must disclose any directors, trustees, shareholders, members, partners, or persons with a controlling interest who are employed by the state (provide names, identity numbers, and state institution).
• Must disclose any relationship with persons employed by the procuring institution.
• Must disclose any interest in other related enterprises.
• Must certify that the bid is independent, without collusion, consultation, or communication with competitors regarding prices, specifications, quantities, or bidding intentions.
• Must certify that bid terms have not been disclosed to competitors before bid opening or award.
• Must certify no improper consultations with officials of the procuring institution.
• False declaration may result in bid rejection, reporting to the Competition Commission for administrative penalties under the Competition Act 89 of 1998, criminal investigation by the National Prosecuting Authority, and restriction from conducting business with the public sector for up to 10 years under the Prevention and Combating of Corrupt Activities Act 12 of 2004.
• Compliance with PFMA SCM Instruction 03 of 2021/22 on preventing and combating abuse in the supply chain management system is required.

• Failure to submit the SBD 4 form may result in disqualification.
• Quotations received after the closing date and time will not be accepted.

Service providers must be registered on the Central Supplier Database (CSD). Companies claiming Specific Goals points must provide documented proof of ownership equity percentages for Black, Women, Youth, and Disabled categories as per the specified evidence requirements. Must be able to deliver a Traditional Media Monitoring Platform covering both national and international media for 12 months.

• Quoted prices must be firm and valid for the duration of the order.
• Prices dependent on exchange rates must factor in price escalations.

• Payment will be made upon receipt of goods/services and within 30 days of receiving a valid invoice.

• Provide your CSD Master registration number (MAAA) and tax compliance status PIN.
• Submit a valid Tax Clearance Certificate (e-filing copy).
