• SASSETA is a Schedule 3A Public Entity established under the Skills Development Act, reporting to the Department of Higher Education and Training.
• It holds a Service Level Agreement with the Quality Council for Trades and Occupations (QCTO) as a Development Quality Partner and Assessment Quality Partner.
• This Request for Proposal aims to appoint a panel of ETD Practitioners (markers) to mark External Integrated Summative Assessment (EISA) examination scripts for Occupational Qualifications on an as-needed basis.

• Submit proposals electronically only via email to [email protected].
• Maximum email size is 30MB. Compress submissions to avoid automatic server rejection.
• You may use WeTransfer but do not set an expiry date; submissions that expire during evaluation will be considered non-responsive.
• Do not submit via Google Drive or any method requiring SASSETA to request access or create an external email address.
• The closing date is 07 August 2026 at 11h00. Late bids, even by one second, will not be considered.
• All clarifications must be requested in writing to Ms Lebo Hlombe at [email protected] by 12h00 on 27 July 2026. Mention the bid number in all correspondence.
• You must return the SASSETA-attached Standard Bidding Documents (SBD forms), not forms from other entities.
• Required returnables include: SBD 1, SBD 3.3, SBD 4, SBD 6.1, General Conditions of Contract (Annexure A initialed on each page), and Functionality Evaluation Criteria (Annexure B).
• Bids can be rejected for proven corrupt or fraudulent acts, abuse of SCM systems, or failure to perform on previous contracts.

Must possess ETDP SETA statement for Assessor/Marker (US 115753, 115759) or ODETD certificate; 2) Must be registered with SASSETA as assessor/marker for applied qualifications; 3) Must hold specific qualifications per occupational field (e.g., LLB for legal fields, PSIRA Grade A for security, NQF 5/6 for policing/correctional services); 4) International qualifications require SAQA verification; 5) Minimum 3-5 years relevant work experience depending on qualification; 6) Must comply with tax requirements via SARS PIN or TCS certificate.

• Scope: Appointment of ETD Practitioners (markers) to mark EISA/examination scripts for SASSETA's Occupational Qualifications on an as-needed basis.
• Qualifications to be Marked: 15 listed Occupational Qualifications in fields such as Law, Security, Policing, Correctional Services, Traffic Law, and Road Safety. Each has specific SAQA ID, NQF level, and credit values.
• Deliverables:

• Mark scripts using provided memoranda/model answers.
• Prepare and submit a markers report after each session using SASSETA's template.
• Attend memo discussion meetings.
• Conduct pre-marking per SASSETA's examination schedule.
• Submit signed overall reports for Occupational Qualifications.

• Mandatory Requirements (Two-Phase):

Phase 1: Submit ETDP SETA statement results for Assessor/Marker (unit standards 115753, 115759) or an ODETD certificate, plus proof of SASSETA Assessor/Marker registration for the applied qualification.

Phase 2: Submit specific qualification certificates (e.g., LLB, PSIRA Grade A, NQF 5 Policing qualification) corresponding to the chosen qualification from the list.

• Experience Requirements: Minimum years of relevant field experience specified per qualification (e.g., 5 years in legal field for Family Law Practitioner, 3 years in security environment for Security Officer).
• Contract Duration: From date of appointment until 31 March 2030.

• Bidders must demonstrate specific experience per qualification applied for, e.g.:

• Family Law Practitioner: 5 years in legal field and 5 years assessor experience registered with SASSETA.
• Close Protector: Minimum 3 years' work experience as a Close Protector.
• Security First Line Manager: Minimum 3 years' work experience in security environment.
• Paralegal: Minimum 5 years' experience in legal environment.
• Security Officer: Minimum 3 years' working experience in security environment.
• Non-Commissioned Police Official: Subject matter expert with 3 years' operational/training experience in SAPS.
• Other qualifications have similar minimum experience requirements ranging from 3 to 5 years in relevant fields.

• International qualifications must be verified by SAQA with a validity confirmation letter attached.

• Markers must adhere to principles of assessment: integrity, honesty, fairness, objectivity, consistency, and meticulous judgment.
• Marking must follow provided memoranda with proper discretion.
• Markers must have thorough knowledge of the subject and required standards, and be able to detect plagiarism and evaluate answer logic.
• Mandatory qualification and registration documents must be submitted; non-submission leads to disqualification.

• Complete SBD 3.3 (Pricing Schedule) with bidder details and offer valid for 120 days.
• SASSETA's fixed rates per script: R100 (1-hour), R115 (2-hour), R125 (3-hour). Annual CPIX escalation applies from 1 April.
• Bidders must indicate acceptance or non-acceptance of these rates.
• Provide the name, surname, and attached CV of the proposed marker.

• Pricing Format: Complete SBD 3.3 (Pricing Schedule) and attach a detailed quotation on company letterhead inclusive of VAT.
• SASSETA offers fixed rates per script with annual CPIX escalations on 1 April each year:

• 1-hour paper: R100.00 per script.
• 2-hour paper: R115.00 per script.
• 3-hour paper: R125.00 per script.

• Bidders must tick a box in SBD 3.3 to accept or not accept these proposed rates.
• Record the name and surname of the proposed marker and attach their comprehensive CV.
• Travel and Disbursements (if required):

• Claim mileage at Department of Transport rates.
• Economy-class flights only.
• Group A hire cars (Group B outside Gauteng).
• Use cost-effective transport (Uber/Taxify/Gautrain/shuttle).
• Accommodation limited to R1,400 per night per person (3-star, bed and breakfast, including dinner, breakfast, parking).
• Submit invoices/receipts and Google Maps for private car travel.
• All travel requires prior SASSETA approval.

• Offer Validity: 120 days from the closing date.

• Central Supplier Database (CSD): Registration is mandatory by the closing date. Submit a CSD registration report.
• Tax Compliance: Submit a valid Tax Compliance Status (TCS) PIN from SARS or a TCS certificate. If no TCS, provide CSD number.
• B-BBEE: Submit a valid B-BBEE Certificate or Sworn Affidavit to qualify for preference points.
• Company Documentation: Submit CIPC registration documents and certified copies of identity documents for all company directors.
• Other Disqualifications: Bids from persons in the service of the state, or companies with directors in the service of the state, are not considered.
• General Compliance: Adhere to the Prevention and Combating of Corrupt Activities Act, POPIA, and intellectual property restrictions (unauthorized use of SASSETA logo may result in legal action).

• Contract Duration: From date of appointment until 31 March 2030.
• Intellectual Property: All project products and data are confidential and belong to SASSETA. A confidentiality agreement must be signed.
• POPIA Compliance: Bid information will be used solely for evaluation and archived per SASSETA's records management policy.
• Travel Terms: Pre-approval required; reimbursements follow specified rates and limits for flights, hire cars, accommodation, and transport.
• Unauthorized use of SASSETA's logo or intellectual property may lead to legal action.

• The 80/20 preference point system applies.
• Specific Goals points are allocated for Black People Ownership (10 points), Black Women Ownership (5 points), and Youth Ownership (5 points).
• To claim points, submit: B-BBEE Certificate/Sworn Affidavit, CIPC documents, certified director IDs, CSD report, and a declaration letter.
• Non-submission of required documents results in no points awarded.
• Bidders must complete and sign SBD 6.1 (Preference Points Claim Form).
