Bidders must be registered on the National Treasury’s Central Supplier Database (CSD) and provide a valid CSD number. Tax matters must be in order and reflected on CSD at the time of award. Submit a copy of your B-BBEE Certificate (or Affidavit/CIPC Certificate/ID/CSD as proof). Complete and submit SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preference Points Claim Form). Failure to submit SBD 4 may result in disqualification. Bidders must certify that all information is true and correct; false declarations may lead to contract cancellation, cost recovery, or legal action. Preference points (20 total) are awarded under the 80/20 system for Specific Goals. The offer remains binding for 60 calendar days from the closing date. The contract is subject to the Public Finance Management Act (1999), merSETA Supply Chain Management Policy, General Conditions of Contract (GCC), and any Special Conditions. Withdrawal of the quote or failure to fulfill the contract may result in merSETA accepting a less favorable quote or recovering additional costs via set-off against monies due. Acceptance may be communicated via email. South African law governs the contract. The bidder must declare all interests and confirm authorization to sign. merSETA reserves the right to recover costs or cancel the contract if information is false or conditions are unmet. Contract forms (SBD 7.1 or SBD 7.2) may be required post-award.
