Bidder must be tax compliant. Prime contractor must hold higher % of contract value than any subcontractor. Must meet all mandatory functional requirements (Phase 2). Minimum technical score of 70%. Must submit all required documentation (Schedules 1-4, Annexures 1-8). Bidders with non-compliant tax status, incomplete/fraudulent information, or POPIA non-compliance will be disqualified. Professional registrations required for key personnel as specified.

• Scope: Develop a feasibility study, business case, provide advisory services, and ensure implementation readiness for the Rietpoort–Doornfontein Bulk Water Supply Scheme in Ramotshere Moiloa Local Municipality.
• Phased deliverables:
• Phase 1: Data audit, baseline profiling, technical options formulation. Deliverables: Scoping and Gap Analysis Report, infrastructure demand baseline, engineering options.
• Phase 2: Comprehensive feasibility validation. Deliverables: Technical option modelling, environmental and statutory pathway engineering, economic and financial lifecycle modelling, institutional and social framework, preliminary engineering design package, integrated feasibility study report.
• Phase 3: Transaction advisory and implementation readiness. Deliverables: Dynamic financial model, implementation readiness study, capital mobilization strategy.
• Phase 4: Intermediate Business Case compilation. Deliverables: 5-Case Model IBC and 20-25 page summary document.

• Project Lead: Registered with ECSA (Pr. Eng) or SAICA/SAIPA.
• Technical Lead (Civil/Structural Engineer): Registered Professional Engineer (Pr. Eng) with ECSA, experience in bulk hydraulic pipeline and reservoir design.
• Finance Lead: Registered with SAICA/SAIPA; FMVA certification advantageous.
• Economics Lead: Minimum 10 years’ experience in socio-economic impact assessment and cost-benefit analysis.
• Progress meetings bi-weekly with ISA and RMLM.

• Bidder must submit a project-specific methodology demonstrating a clear, logical, and coherent approach to delivering the scope of services.
• Methodology must cover data auditing, baseline demand modelling, technical option formulation, detailed feasibility validation, transaction advisory, and implementation readiness.
• It must align with the phased, deliverable-based framework and describe integration of multidisciplinary inputs, QA/QC processes, risk management, and stakeholder interfaces.

• Bidder must demonstrate relevant experience in infrastructure project preparation, technical feasibility studies, transaction advisory, implementation readiness, and business case development, particularly in water and sanitation sector.
• Provide three (3) contactable references for similar projects (name, designation, relationship, email, telephone).
• Key personnel requirements:
• Project Lead: Registered with ECSA (Pr. Eng) or SAICA/SAIPA.
• Technical Lead (Civil/Structural Engineer): Registered Professional Engineer (Pr. Eng) with ECSA, experience in bulk hydraulic pipeline and reservoir design.
• Finance Lead: Registered with SAICA/SAIPA; FMVA certification advantageous.
• Economics Lead: Minimum 10 years’ experience in socio-economic impact assessment and cost-benefit analysis.
• Submit CVs, proof of professional registration, and team structure outlining disciplines and key personnel.

• The bidder must describe their quality assurance and quality control (QA/QC) processes to ensure accuracy, consistency, and robustness of all engineering and financial modelling deliverables.
• Methodology must demonstrate integration of engineering, geohydrological, environmental, economic, financial, and institutional inputs to produce cohesive, decision-grade outputs.
• Risk identification, management, and mitigation approaches must be described throughout the assignment.

• Use the provided costing model template to detail rates per resource, hours, and costs for each phase and deliverable.
• Disbursements must be itemised with costs (VAT excluded).
• Indicate if rates are firm for contract duration or basis for adjustments.
• Confirm if bid price is linked to exchange rate.
• Include a Price Declaration Form with total bid amount in words and figures.

• All prices must be VAT inclusive and quoted in South African Rand (ZAR).
• Bidders must indicate if rates are firm for the full contract period; if not, detail basis for price adjustments (e.g., CPI).
• All additional costs must be clearly specified and included in the total bid price.
• Indicate if bid price is linked to exchange rate; if yes, specify the portion.
• Payments linked to approved deliverables, within 30 days of invoice.
• Rates should align with National Treasury Instruction on Cost Containment Measures and DPSA Guide on Hourly Fee Rates for Consultants.
• Detailed costing model required per phase with resource rates, hours, and disbursements.
• Disbursements (travel, accommodation, printing) must be clearly defined; indicate “No Charge” if none.
• Failure to clearly indicate disbursements may result in penalty pricing.

• Central Supplier Database (CSD): Must provide CSD supplier number.
• Tax Compliance: Must be tax compliant with SARS; provide written confirmation (Annexure 3).
• B-BBEE: Submit B-BBEE verification certificate. For EME (revenue < R10 million) or QSE (revenue R10-50 million), a sworn affidavit confirming annual revenue and black ownership is acceptable.
• Required documents: Board resolution, certified ID copy of company representative, completed Annexures 2-8, latest audited financial statements or cashflow budget for new entities, joint venture/consortium/subcontracting agreement if applicable.
• Professional registrations: Key personnel must provide proof of registration with applicable statutory bodies (e.g., ECSA, SAICA, SAIPA).
• Prime contractor must not hold a lower percentage of contract value than any subcontractor.

• Environmental and statutory pathway engineering is required: Map environmental sensitivities, identify required statutory authorizations (including water use licensing - WULA), and design clear legislative approval pathways.
• The feasibility study must include environmental impact considerations as part of the comprehensive validation.

• Bid validity period: 120 days from closing date.
• Successful bidder must conclude a Service Level Agreement (SLA) with IDC.
• IDC reserves rights to amend bid conditions, extend closing date, not accept lowest bid, conduct site visits, request verification information, conduct background checks, appoint multiple vendors, and interpret requirements.
• Bidder undertakings: Offer remains binding during validity period, prepare for possible presentation within 5 days if required, confirm correctness of bid, accept responsibility for contract fulfilment, bear all preparation costs, and documentation becomes IDC property unless stated otherwise.
