Submit bids using ONLY the official Ndlambe Municipality bid documentation. Place completed tender documents, samples of offered units, and all supporting/externally endorsed documents in a sealed envelope marked 'BID NAME'. Deposit in the Tender Box at Supply Chain Management Offices, 44 Campbell Street, Port Alfred by 12h00 on the closing date. Late, unmarked, faxed, falsified, incomplete, or emailed submissions will be disqualified. Tenders will be opened at 12h05 on the same day. Hard copies of tender documents may be collected from the SCM office (08h00-16h00) from 07 May 2026, or downloaded free from https://ndlambe.gov.za/web/returnable-bid-documents/. Hard copy requests require a non-refundable deposit of R140.26 (VAT incl.); attach the original receipt to your submission. Required returnable forms: MBD4 (Declaration of Interest), MBD8 (Past SCM Practices), MBD9 (Independent Bid Determination). Bids from multiple entities (including directorships/JVs) by the same bidder will be deemed non-responsive.

The 80/20 or 90/10 preferential points system will be applied. The lowest acceptable tender determines which system is used. Preferential points for Specific Goals (per Preferential Procurement Policy 2022) may be claimed by submitting a completed MBD6.1 form and certified B-BBEE status proof. Award will follow Ndlambe Municipality’s Preferential Procurement and Supply Chain Management Policies.

Supply, delivery, and installation of 2400L heavy-duty plastic water tanks, including construction of tank stands and applicable elements for the Bathurst Infill Informal Settlement Upgrading Project (Packages A-G). Full specifications are available in the returnable tender document.

Prices must be valid for 90 days from the closing date. Quotes must be firm and inclusive of VAT where applicable. Ndlambe Municipality reserves the right to accept the lowest bid, part of a bid, or any other bid. Payment terms and guarantees (if any) are detailed in the returnable tender document.

Mandatory: Original SARS tax clearance certificate OR tax reference number + PIN/TCC number (verified against CSD). CSD registration evidence (MAAA number). Municipal Billing Clearance Certificate (for company and directors, if applicable). Completed forms: MBD4, MBD8, MBD9. Declare past 5-year state contracts, including non-compliance/disputes. Disclose if goods/services or payments are sourced/transferred outside South Africa. Failure to meet compulsory requirements results in non-responsive bid status.
