South African registered entity (or foreign supplier with local presence). Valid tax compliance status (TCS PIN/CSD). B-BBEE certification for specific goals points. No directors/employees employed by state or with conflicts of interest. No serious breach of law in past 5 years. Ability to obtain security clearance if required. Must register on Transnet e-tender portal and submit via own company profile.

• Scope: Maintenance and inspection of fire extinguishers, fire hose reels, fire hoses, branches, and nozzles on an as-and-when-required basis over a 3-year period for Uitenhage Centre within Transnet Engineering.
• Detailed specification is in Annexure A, attached on the TDPS (Transnet Document Processing System).
• Bidders must ensure they have accessed all relevant information and conducted due diligence; no post-contract pricing adjustments allowed based on incorrect assumptions.

• Submit pricing via Bill of Quantities (BOQ) on TDPS/Annexure C.
• Prices in ZAR, inclusive of VAT, delivery lead-time specified.
• Market-related price negotiations may occur with top three bidders sequentially.
• No deviations from pricing schedule; unconditional discounts only considered in final evaluation.

• Pricing must be submitted in the Bill of Quantities (BOQ) loaded on the TDPS and as Annexure C.
• All prices must be in South African Rand, inclusive of VAT, on a 'delivered nominated destination' basis.
• Delivery lead-time from date of purchase order must be specified in days/weeks.
• Transnet will round final pricing scores to two decimal places.
• If the highest-scoring bidder's price is not market-related, Transnet may negotiate sequentially with top three bidders or cancel the RFQ.
• Any disbursement not specifically priced for will not be accepted.
• Submit pricing strictly in accordance with the price schedule; deviation could result in disqualification.
• Discounted prices will only be considered if offered unconditionally.

• Tax compliance: Bidders must submit SARS Tax Compliance Status (TCS) PIN or Central Supplier Database (CSD) number. Foreign suppliers with no local entity may be exempt.
• B-BBEE: Submit a valid B-BBEE certificate or sworn affidavit as per DTIC guidelines. Certified copies of ID documents of owners may be required.
• Specific goals compliance proof required for scoring: B-BBEE status, black youth ownership, disability ownership, black women ownership.
• Central Supplier Database (CSD) registration is required for all bidders except foreign suppliers with no local registered entity.
• Compliance with Employment Equity Act, including Section 53.
