• Use the official bid forms (SBD1, SBD4, SBD6.1, etc.) – do NOT re‑type the forms.
• Include the following returnables with the bid:

– Completed Pricing Schedule

– Completed SBD4 (Declaration of Interest)

– Completed SBD6.1 (Preference Claim Certificate)

– Original or certified B‑BEE status certificate (or sworn affidavit for EMEs/QSEs)

– Business registration certificate (CK1, incorporation)

– Tax Compliance Status (SARS PIN) or printed CSD compliance report for each party (including consortia/joint‑ventures/sub‑contractors)

– Professional Liability Insurance proof

– Ruckus Certified Solution Provider evidence (or equivalent certification)

– Reference letters (minimum 5) on client letterheads, signed, with details of work performed

• Deliver the sealed envelope (marked with the Bid Number) to the Tender Box at Water Research Commission, Bloukrans Building, 4 Daventry Street, Lynnwood Manor, Pretoria, by 11:00 AM on 02 March 2026. Late bids are rejected.
• Register the bid on the submission register at the reception; failure to sign the register results in disqualification.
• Couriered bids are the bidder’s responsibility – they must be received in the tender box and registered before the deadline.
• Bids must remain valid for 120 days from the closing date.
• Disqualification risks: incomplete/untimed forms, missing signatures or initials, failure to provide required tax or B‑BEE certificates, late delivery, non‑registration on the bid register, or submission of non‑sealed envelopes.

• Phase 1 – Screening: verify that all mandatory documents are present (bid forms, tax PIN/CSD report, B‑BEE certificate, registration, insurance, etc.). No bidder is eliminated at this stage unless documents are missing.
• Phase 2 – Pre‑qualification: must meet all listed pre‑qualification items (Ruckus certification or equivalent proof, professional liability insurance, etc.). Failure to comply leads to elimination.
• Phase 3 – Functional/Technical evaluation (minimum 75 % threshold):

– Experience (30 pts) – >10 years = 30 pts, 8‑10 yrs = 25 pts, 6‑8 yrs = 20 pts, 4‑6 yrs = 15 pts, ≤4 yrs = 10 pts, none = 0.

– Project plan & timeframes (20 pts) – detailed, realistic schedule with milestones.

– Coverage of key phases (20 pts) – planning, implementation, monitoring, closure.

– Reference letters (30 pts) – up to 30 pts based on number of valid letters.

– Minimum technical score required: 75 % of total technical points.

• Phase 4 – Price & Specific Goals (80/20 PPPFA weighting):

– Price points: 80 pts (lowest compliant price gets full points).

– Specific goals (20 pts):

• Woman/Youth/Disability‑owned business – 5 pts.

• B‑BEE certificate – up to 15 pts according to level (Level 1 = 15, L2 = 12, L3 = 8, L4 = 6, L5 = 2).

– The bidder with the highest combined score (technical + price + specific goals) is recommended for award.

Scope: Supply, install and commission a robust, enterprise‑grade network for a new office building (two floors).

Deliverables:

1. Network hardware – Ruckus ICX 8200 switches (2 × core, 5 × access) with PoE+, SFP28 ports, warranties, and 3‑year monitoring licences.
2. Wi‑Fi – 22 × Ruckus R370 (Wi‑Fi 7 dual‑band) and 4 × Ruckus R670 (Wi‑Fi 7 tri‑band) APs, 3‑year cloud licence, PoE, mounting brackets.
3. Cabling – 175 × CAT6 network points, structured cabling, patch panels, 2 × 42U racks, fibre inter‑floor links, labelling and as‑built documentation.
4. Power – 2 × 10 kVA rack‑mount UPS units with battery backup, intelligent PDUs.
5. Project management – detailed project plan, weekly progress reports, risk register, stakeholder sign‑off.
6. Testing & handover – end‑to‑end testing, network diagram, configuration backups, SOPs, training, 12‑month post‑implementation support.
7. Compliance – solution must meet high‑availability/failover requirements, integrate with existing LAN/WAN and ISP, and be delivered within two months (by end‑June 2026).
8. Equivalent solutions allowed if supported by neutral third‑party certification (e.g., Gartner report).

• Pricing must be submitted in a firm, VAT‑inclusive total (VAT 15 %).
• Price format: complete pricing schedule (itemised costs for switches, APs, cabling, power, UPS, licences, labour, contingency, etc.) plus a single total bid amount.
• Bid validity: 120 days from the closing date.
• No performance bond or guarantee is explicitly required in the document.
• Payment terms: invoices submitted monthly; payment made by the last day of the month following receipt of a correct invoice (or by the end of the next month if submitted after the 5th). Payments are by electronic bank transfer.
• Supplier must provide tax compliance proof (SARS PIN or printed CSD compliance report) and, for consortia, each party must submit its own tax compliance documentation.

• Tax compliance: Provide SARS Tax Compliance Status (PIN) or printed CSD compliance report for each entity.
• B‑BEE: Submit original or certified B‑BEE status level certificate (or sworn affidavit for EMEs/QSEs). Preference points awarded as per level (Level 1 = 15 pts, etc.). Additional 5 pts for woman/youth/disabled ownership (≥30 %).
• Central Supplier Database (CSD) registration and compliance history report required.
• Company registration (CK1 or incorporation certificate) and valid VAT number.
• Professional Liability Insurance proof required.
• Ruckus Certified Solution Provider evidence (or equivalent certification) for hardware.
• No bidders from the service of the state or with directors who are state officials.
• All documentation must be signed in black ink and initialed on each page.
• B‑BEE level minimum: Level 1 (as stated in current analysis).
