Quotations must remain valid for 120 days from closing date. SABS may extend validity by 60 days via written notice; bidders cannot amend quotations during this period. SABS is not liable for bidder costs incurred during preparation or submission. Scope: Professional Quantity Surveying (QS) and Project Cost Management for N&R Building refurbishment. Key deliverables: (1) Assess building conditions and confirm refurbishment requirements with Facilities Maintenance Department. (2) Prepare cost estimates, cost plans, and budgetary projections. (3) Develop tender documentation: Bills of Quantities (BOQ), pricing schedules, scope of works, tender specifications, and contract documentation. (4) Support tendering: evaluate contractor quotations and submissions. (5) Monitor and control project costs to align with approved budget. (6) Oversee site work for compliance with contractual requirements, specifications, and quality standards. (7) Review and certify contractor payment claims, variations, and final accounts. (8) Attend project meetings, site inspections, and progress reviews. (9) Provide regular progress, cost, and financial reports. (10) Assist with project close-out, including final accounts and documentation.

Bidders must submit a detailed Project Execution Plan including: project approach and methodology, key activities and deliverables, Programme of Works (Gantt Chart), milestones and timelines, resource allocation, risk management approach, quality assurance and quality control measures, and communication/reporting plan.

Bidders must meet: (1) Valid Letter of Good Standing from Compensation Fund (COIDA). (2) Proposed QS must have certified qualifications (≤3 months old): BSc in Quantity Surveying, BQS, or SACQSP-recognised equivalent. (3) Valid Professional Quantity Surveyor (PrQS) registration from SACQSP. (4) Company Track Record: Minimum 5 reference letters from contactable clients for similar QS/Project Management services in the last 5 years. Each letter must include client name, project name, service description, completion date, project value, contact person, and phone/email. (5) QS CV: Must detail qualifications, SACQSP registration, years of experience, employment history, and similar project experience. Scoring: 0-5 points based on years of experience (0=none, 5=≥5 years).

Quotation must include: Bills of Quantities (BOQ), pricing schedules, scope of works, tender specifications, and contract documentation. Pricing must be all-inclusive (VAT, transportation, disbursements) and fixed. For foreign currencies, provide forward cover. Pricing is evaluated under the 80/20 system (80 points for price, 20 for specific goals).

(6) Completed SBD 4 (Disclosure Form) and SBD 6.1 (Preference Points Claim Form). Non-compliance results in disqualification. Bidders must sign a Non-Disclosure Agreement and accept SABS General Conditions of Contract (GCC).

SABS will not be bound by any legal or contractual terms included in the bidder’s quotation. All communications during the process do not constitute a contract. The successful bidder’s payment will be made in accordance with agreed service delivery milestones.

SABS may reject non-compliant submissions or select bidders based on its own criteria. SABS reserves the right to not select any bidder. SABS is not liable for bidder costs incurred during preparation, submission, or prior to contract signing. Quotation validity: 120 days from closing date; SABS may extend by 60 days via written notice (no amendments allowed). Bidders are not obligated to accept validity extensions.

Evaluation uses a two-stage process: Functionality (70% minimum threshold) and Preference Points (80/20 system). Functionality criteria: (1) Company Track Record (40%): 5 reference letters for similar projects in the last 5 years (0-5 points). (2) QS Experience (40%): CV with qualifications, SACQSP registration, and experience (0-5 points). (3) Project Plan (20%): Methodology, Gantt chart, milestones, resource allocation, risk management, QA/QC, and reporting. Preference Points: 80 for price, 20 for Specific Goals (e.g., B-BBEE ownership levels). Bidders below 70% are disqualified.
