Submit bids as follows:

• One bid document covers all 21 contracts (BOQs).
• Pay a non-refundable fee of R1000.00 to Mopani District Municipality FNB account (62854372093). Use the company name as reference. Proof of payment is required upon collection. No cash accepted.
• Bid documents must be sealed in a cover clearly marked with the project name and bid number.
• Deposit bids in the tender box at the entrance of Mopani District Municipality, Government Buildings, Main Road, Giyani.

Required documents:

• Proof of CIDB Contractor grading level (6CE to 8CE) for the contract tendered for.
• Certified copy of Workmen’s Compensation Certificate (not older than 3 months).
• Proof of company VAT registration.
• Certified copy of entity registration with CIPC (not older than 3 months).
• Valid Tax Clearance Certificate (PIN) from SARS (not older than 3 months).
• Authority to signatory.
• Certified ID copies of entity owner(s) (not older than 3 months).
• Signed form of offer.
• Statement of municipal rates and taxes (not in arrears for >90 days) for the company and director(s), or original letter from traditional authority (if in rural areas). Documents must not be older than 3 months from the advert date.
• If operating from a leased property: valid, fully signed lease agreement. If residing with family/friends: affidavit confirming the property and the owner’s municipal rates statement.
• Alterations signed, document completed in full, and initialed on every page.

• Updated CSD Report.
• Audited or reviewed annual financial statements for the last 3 years from the advert date. Deviation leads to disqualification.
• Certificate from an accredited accountant confirming no material irregularities and solvency.

Functionality evaluation (100 points total, minimum 80 points required to proceed):

• Reputation/Experience: 40 points. Must provide a list of completed water infrastructure projects (reinforced concrete water-retaining structures, sewage/sanitation networks, pump stations). Signed completion certificates are mandatory for points.
• Contract Manager: 20 points. Must have Engineering, Project Management, or Built Environment qualification + SACPCMP registration. CVs must be in the prescribed format with certified ID and qualification certificates attached.
• Site Agent: 10 points. Same requirements as Contract Manager.
• Safety Officer: 10 points. Must have Health and Safety qualification. Same submission requirements as above.
• ISO 9001:2015: 10 points. Valid certificate for "The provision of Construction services" required.
• Key Plant and Equipment: 10 points. Proof of ownership for all machinery and equipment. For leased equipment: commitment letter from provider + supplier’s proof of ownership. Zero points for lease agreements without proof of ownership.

Bidders scoring ≥80 points proceed to preference points evaluation under the Preferential Procurement Regulations 2022 (80/20 or 90/10 system, depending on the contract).

Scope: Giyani Water Reticulation Phase 2A, comprising 21 contracts for water reticulation projects across various villages (e.g., Dokera, Hlomela, Makhuva, Mavalani, Mbatlo, Mbaula, Mountain View, Mninginisi, Mushiyani, Nsavulani, Nwadzekudzeku, Phlaubeni, Vuhehli, Xikhumba).
