Bidders must be juristic persons (companies, close corporations, enterprises, or unincorporated JVs/consortia). The siding is leased primarily for storing, loading onto, and offloading from rail. The dominant purpose must be reserved for facilitating transportation of goods. All sidings are leased on an 'as is' basis. The successful bidder must sign a Lease Agreement (Annexure H) with TRIM. Bidders must submit a Rental Offer (Annexure I) as part of the proposal. The successful bidder must provide a Deed of Suretyship (security) to Transnet's satisfaction for due fulfilment of the contract, in the form of a Deed of Suretyship furnished by an approved bank, building society, insurance, or guarantee corporation. The security amount will be stipulated in the bid documents. The Deed of Suretyship must be completed and returned within 30 calendar days from the date of the letter of acceptance. No payment will be made until the form is delivered. Failure to return the Deed of Suretyship may result in cancellation of the contract.

Tax Compliance: Provide a SARS Tax Compliance Status (TCS) PIN or a CSD number. If a TCS PIN is not available, provide a CSD number. For consortia/JVs/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number. Foreign suppliers must answer the questionnaire in SBD1.

B-BBEE: Provide a valid B-BBEE certificate issued by a SANAS accredited agency, or a Sworn Affidavit (for QSEs and EMEs). EMEs may also provide a CIPC certificate.

CSD Registration: Must be registered on the Central Supplier Database (CSD).

Joint Ventures/Consortiums: Submit a signed JV/consortium agreement stating the % split of business and responsibilities. If not yet concluded, provide written intention with indicative % split; award only after signed agreement is submitted.

Proof of authority: Submit proof of authority (e.g., company resolution) for the person signing the bid.
