Bids must be deposited in the bid box at the Department of Transport, Head Office, iNkosi Mhlabunzima Maphumulo House, 172 Burger Street, Pietermaritzburg, 3201, before the closing time of 11H00 on 11 September 2026. Late bids will not be considered. Bids must be submitted on the official forms provided and must not be retyped or redrafted. Each bid must be in a separate sealed envelope marked with the bid number, closing date, and the bidder's name and address. Bids sent by post or courier that arrive after the closing time will not be considered, and proof of posting is not accepted as proof of delivery. Bids submitted by telefax or telegraphic means will not be considered. Bids must not be included in packages containing samples. Alterations must be initialled; correcting fluid is prohibited. Returnable forms include: SBD 3.1 (Pricing Schedule – Firm Prices), SBD 4 (Bidder's Disclosure), SBD 6.1 (Preference Points Claim Form), SBD 7.1 (Contract Form – for the successful bidder), and the Authority to Sign form (Section M). Proof of authority (e.g. company resolution) must be submitted. Failure to provide or comply with any required particulars may render the bid invalid.

The 80/20 preference point system applies: Price scores a maximum of 80 points and Specific Goals score a maximum of 20 points. Price points are calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin). Specific goals and points: an EME or QSE at least 51% owned by black people – 10 points; an EME or QSE at least 51% owned by black youth – 5 points; an EME or QSE at least 51% owned by black women – 5 points. Acceptable proof for each goal is a B-BBEE certificate or sworn affidavit. Failure to submit proof with the bid means preference points for specific goals are not claimed. The department reserves the right to call for presentations from shortlisted suppliers, to accept bids in whole or in part, to award to more than one respondent, to request further technical or functional information after closing, to verify information, to negotiate with shortlisted respondents before or after award, and not to make an award.

Supply and delivery of one ergonomic high back leather office chair with adjustable headrest, adjustable arms, swivel and tilt, gas height adjustment, and back support. The chair must conform to the standards in the bidding documents and specifications. Delivery is required within 5 working days of the date communicated by the end user. All delivery costs must be included in the bid price.

Goods must conform to the standards in the bidding documents and specifications. The department may inspect, test, or analyse supplies at any stage. Non-compliant supplies may be rejected and must be replaced at the supplier's cost. Costs of inspections that show non-compliance are borne by the supplier; costs of compliant inspections are borne by the purchaser. The supplier must permit inspection of records and premises by the purchaser's representatives.

Only firm prices are accepted. The offer must be valid for 120 days from the closing date. The pricing schedule (SBD 3.1) covers one ergonomic high back leather chair. The bidder must provide a sub-total, add VAT at 15%, and state a grand total in Rand including all applicable taxes. Delivery must be within 5 working days. All delivery costs must be included in the bid price. The bidder must state the brand and model, country of origin, whether the offer complies with the specification, and any deviations.

Bidders must be tax compliant and must submit a SARS Tax Compliance Status (TCS) PIN, a printed TCS certificate, or a CSD number. Where consortia, joint ventures, or subcontractors are involved, each party must submit a separate TCS certificate, PIN, or CSD number. Bids from persons in the service of the state, or companies or close corporations with directors or members in the service of the state, will not be considered. Bidders must not be listed on the Register for Tender Defaulters or the List of Restricted Suppliers. To claim B-BBEE preference points, bidders must submit a B-BBEE status level verification certificate or a sworn affidavit (for EMEs and QSEs). Foreign suppliers must complete the questionnaire to bidding foreign suppliers. Returnable forms: SBD 4 (Bidder's Disclosure) – declares any relationship with state employees or the procuring institution; SBD 6.1 (Preference Points Claim Form) – claims specific goal points; SBD 9 (Certificate of Independent Bid Determination) – certifies the bid was prepared independently (referenced in the contract form); Authority to Sign form (Section M) – authorises the signatory to bind the bidder.

Specific goals: an EME or QSE at least 51% owned by black people – 10 points; an EME or QSE at least 51% owned by black youth – 5 points; an EME or QSE at least 51% owned by black women – 5 points. Proof required: B-BBEE verification certificate or sworn affidavit (for EMEs and QSEs). The department does not support fronting.

The contract is subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract. The successful bidder must sign a written contract form (SBD 7.1). The supplier warrants that goods are new, unused, of the most recent or current models, and free from defects. The warranty is valid for 12 months after delivery and acceptance, or 18 months after shipment, whichever ends earlier. The supplier must repair or replace defective goods at no cost to the purchaser. Payment will be made within 30 days of a valid invoice. Prices may not vary from those quoted. The supplier may not assign obligations without prior written consent. Subcontracts must be notified in writing. Delays in delivery may incur penalties calculated at the current prime interest rate per day of delay. The purchaser may terminate the contract for default, including failure to deliver, failure to perform obligations, or corrupt or fraudulent practices. Termination may lead to restriction from doing business with the public sector for up to 10 years.

Bidders must comply with tax obligations and submit a SARS TCS PIN, TCS certificate, or CSD number. Consortia, joint ventures, and subcontractors must each submit separate TCS documentation. Bids from persons in the service of the state, or companies with directors in state service, will not be considered. Failure to comply may render the bid invalid.
