Disqualification risks:

Four-stage evaluation:

3. Price and preference: 90/10 system (price 90 points, B-BBEE specific goals 10 points). Prices evaluated inclusive of VAT, corrected for arithmetic errors, excluding contingencies. Highest total points (price + preference) may be awarded, but Eskom may award to a non-highest scorer if objective criteria justify.
4. Contractual obligations: SHEQ, Supplier Development & Localisation, and 60-day payment term assessed after ranking. Top three suppliers evaluated for SHEQ.

Specific goals: scored out of 10 points; failure to submit evidence scores zero but does not disqualify.

Scope: Service, repair and refurbishment of mill yoke stem, mill gearbox base, mill motor base, and valve on-site machining, for a period of 60 months.

Quality requirements:

• Valid certification of Quality Management System by an ISO accredited body, or objective evidence of a documented QMS complying with ISO 9001.
• Evidence of QMS in operation (per Tender Quality Requirements Ref 240-105658000).
• Draft Contract Quality Plan specific to the scope (Ref ISO 10005).
• Quality Control Plan Requirements (Ref 240-105658000 or 240-109253302).
• QCP/Checklist/ITP as per Scope of Works.

Environmental requirements:

• Documented and implemented environmental management system (policy, procedures, aspects/impacts register).
• Comply with all Eskom Grootvlei Power Station environmental policies, standards, and procedures.
• Appoint personnel in writing with environmental knowledge to implement SHE requirements.
• Method statements for activities with significant environmental impacts.
• Adhere to station waste management procedure and colour coding.
• Comply with 'Duty of Care' under Section 28 of NEMA; manage incidents per Eskom procedure 240-133087117; polluter pays principle applies.

Safety (SHEQ) requirements:

• COIDA certificate of good standing or proof of application (South African tenderers).
• OHS plan (for high-risk work), SHE incident management, PPE, emergency planning, vehicle and driver safety, contractor management, competency and training, communication and awareness.

Method statements required for activities with significant environmental impacts, illustrating how impacts and risks will be managed. Contractor must communicate environmental requirements to employees and allocate funds for implementation.

Submit company background, signed director's report, signed public interest score (SA entities), financial statements, certified board resolution, and for JVs a certificate signed by all partners.

Quality management requirements:

• Valid ISO 9001 certification or documented QMS complying with ISO 9001.
• Evidence of QMS in operation (Ref 240-105658000).
• Draft Contract Quality Plan per ISO 10005.
• Quality Control Plan per Ref 240-105658000 or 240-109253302.
• QCP/Checklist/ITP as per scope.
• Eskom Grootvlei Power Station will issue non-conformances for deviations; corrective actions must be executed.

Payment terms:

• Contracts below R50 million (incl. VAT): payment within 30 days of undisputed invoice.
• Contracts above R50 million (incl. VAT): payment within 60 days of undisputed invoice.

Performance security: If a performance bond or demand guarantee is required, the tenderer must select at least two financial institutions from Eskom's approved list.

Pricing: Complete pricing schedule/BOQ; submit in PDF and Excel. Prices evaluated inclusive of VAT, corrected for arithmetic errors, excluding contingencies. Unconditional discounts considered; conditional discounts applied at payment.

Financial viability: Submission of financial statements may be required as a contractual requirement (compulsory for CIDB-related transactions from R30,000 excl. VAT).

Mandatory:

• Central Supplier Database (CSD) registration and CSD number.
• Tax compliance: provide SARS e-filing PIN or certified tax clearance certificate (if not on CSD). Foreign suppliers with no SA footprint complete SBD 1 but no tax proof required.
• Employment Equity compliance for designated employers (proof of EE report submission).

• OHS plan (for high-risk work).
• SHE incident management, emergency planning, fire risk management.
• PPE provision.
• Vehicle and driver safety.
• Contractor/supplier selection and management.
• Competency, training, appointments.
• Communication and awareness.
• Management commitment and visible felt leadership.
• Top three suppliers evaluated for SHEQ in Step 4.

Environmental requirements:

• Documented and implemented environmental management system (policy, procedures, aspects/impacts register).
• Comply with all Eskom Grootvlei Power Station environmental policies, standards, procedures.
• Appoint personnel in writing with environmental knowledge.
• Method statements for activities with significant environmental impacts.
• Adhere to station waste management procedure and colour coding.
• Duty of Care per Section 28 of NEMA.
• Manage incidents per Eskom procedure 240-133087117.
• Polluter pays principle: polluter cleans spillages and rehabilitates land.
• Client personnel conduct regular environmental audits; all documentation available for review.

Mandatory contractual requirements: CSD registration. Additional: SHEQ, financial viability. Contract conditions: NEC. Failure to meet contractual requirements by deadlines may render tender non-responsive. Contractual requirements are not evaluation criteria.
