Minister asks CIBD to probe Moriel Infrastructure Group gradings

Tenders SA notes that the Minister's directive for a CIDB investigation into Moriel Infrastructure Group's gradings highlights a growing focus on the integrity of contractor grading. This could lead to immediate consequences for Moriel, including suspension or loss of CIDB registration, and may prompt the CIDB to tighten its verification processes industry-wide. Bidders should anticipate more rigorous checks and potential delays in tender processing as the investigation unfolds.

InvestigationProcurement SuspendedBlacklisted

Allegations that Moriel Infrastructure Group obtained multiple CIDB gradings on the same day, potentially without meeting requirements, could lead to suspension or deregistration, affecting its ability to bid on government tenders.

Call for greater economic power for women in human settlements

Human Settlements Minister Thembi Simelane has escalated the 40% women set-aside from aspirational target to implementation mandate across the entire housing delivery value chain. The launch of the Women of Human Settlements platform and direct engagement of all provincial MECs creates a coordinated accountability framework. This shifts procurement requirements for all contractors, developers, and service providers in human settlements — non-compliance with women participation targets will increasingly lead to tender disqualification.

Policy Change

Minister Simelane mandates implementation of the 40% set-aside target for women across the human settlements value chain, moving from policy to enforcement
