The siu requires an independent, suitably qualified diamond valuator expert to assess whether diamond valuation outcomes are valid and whether the valuation process was conducted with integrity, by comparing the work of the current and previous valuators. The expert must review all valuation reports, test how accurately and consistently the 4 cs were applied, identify material variances, procedural weaknesses and red flags, and deliver a detailed written report with expert opinions usable in investigative, disciplinary, civil recovery or criminal proceedings, including expert witness testimony where required. The appointment is once-off, capped at r1 000 000.00, Priced as an hourly rate, and evaluated on the 80/20 preference point system. The decisive hurdle for bidders is the mandatory expert profile: a cv showing at least 10 years' diamond industry experience, three client reference letters, diamond valuation qualifications, a valid section 32 dealer's licence and a valid section 54 authorised representative licence.
