For small and medium contractors, the immediate focus should be on the HVAC, infrastructure and events-related tenders emanating from Gauteng-based state-owned entities and municipalities. Current Provincial Guides Opportunities

HVAC and building services dominate the current register. The Department of Public Works has split its annual air-conditioning requirements into two lots under the titles “HVAC Systems and associated equipment: Area 1” and “HVAC systems and associated equipment: Area 2”, both closing 20 January 2026. Each lot is province-wide and bidders must submit separate bids if they wish to qualify for both. The scope covers supply, installation and twelve-month maintenance of split units, ducted VRV systems and associated building management controls in all government buildings falling under Area 1 (Johannesburg region) and Area 2 (Tshwane region). Contractors must hold valid SBEC or SAQCC Gas certification for refrigerant handling and must upload the certificate to the CSD before final submission.

Transnet SOC Ltd has released an urgent procurement for the “Supply and Installation of Four Air-Conditioners” at its 4th floor office block in Hatfield, Gauteng, closing 13 January 2026. The technical specification is limited to four 12 000 BTU inverter-type wall units, but the bid will be evaluated under 80/20 preference points. Any subcontracting portion above 20% must be disclosed together with certified copies of the subcontractors’ CSD numbers and BBBEE affidavits, as required by the PPPFA.

Infrastructure refurbishment is the second theme. The “Cleaning of Major Storm Water Outlets” and the “Construction of Bartelsfontein Toilets and Sewer System”, both in Mossel Bay and closing 16 January 2026, are part of the district’s accelerated services programme. The storm-water tender is limited to contractors registered with the CIDB as 5CE or higher, while the sewer project requires 6CE and proof of completion of at least two sanitation projects of similar value within the last five years. Joint ventures are allowed, but all partners must individually appear on the CSD with active tax compliance statuses.

Drakenstein Municipality has issued “The Management of Animal Pound Services and Ancillary Functions” for a three-year period, closing 22 January 2026. Although classified as a service contract, it requires a valid CR17 CRWS letter and proof of COIDA cover for every employee who will enter the pound facility. The municipality will verify COIDA with the Department of Employment and Labour before award; failure to provide the 2026 COIDA letter will invalidate the bid, irrespective of price.

What the Market Is Saying

The clustering of HVAC tenders across multiple departments signals a last-minute rush to exhaust 2025/26 appropriations before year-end. Under PFMA section 52, departments must demonstrate that funds are committed before 31 March; hence the shortened lead times. Contractors have noted that evaluators are now cross-checking CSD history to confirm that bidders have not allowed their tax compliance status to lapse during the holiday quarter. The events-related “Cape Town: Events: State of the Nation Address 2026: Grande Parade” tender, closing 19 January 2026, is also being used as a vehicle to fast-track infrastructure upgrades that should have gone through conventional infrastructure budgets but were delayed by supply-chain bottickers.

Deadlines to Prioritise

The earliest cut-off is 13 January 2026 for the Transnet air-conditioning bid, followed by 15 January for the Eskom “Provision of Reactor Pressure Vessel (RPV) Automated Ultrasonic (UT)” tender. Contractors intending to submit must allow at least two working days for the CSD to refresh tax pins and at least one day for the bank to issue a guarantee if required. My advice: if you have not yet downloaded the the bid documents, do so today; complete your compliance matrix tonight; and lodge your submission on 11 January 2026 at the latest to avoid the predictable e-portal traffic surge.
