The Paperwork Barrier

Government procurement is process-driven. You can be the best company for the job, but if you forget to sign page 4 of SBD 4, you will be disqualified. This checklist is your safety net.

Phase 1: Administrative Compliance (The Gatekeepers)

These documents are usually 'Pass/Fail'. Missing one means immediate disqualification.

• SBD 1: Invitation to Bid (Must be signed)
• SBD 4: Declaration of Interest (Must be signed and commissioned if required)
• CSD Full Report: Not just the summary
• Tax Compliance PIN: Valid and active

Phase 2: Functionality (The Technicals)

This is where you prove you can do the work. Documents here are scored for points.

• Company Profile: Tailored to the tender
• Reference Letters: Signed, on client letterhead, with contactable details
• CVs of Key Personnel: Showing relevant qualifications
• Methodology: How you will execute the project

Phase 3: Financials (The Price)

Only opened if you pass Phase 1 and 2.
