Bids must be submitted as per the RFP instructions. The contractor questionnaire (annexure 8.7, Trn-ims-grp-tmp 014.7) Must be included as a returnable document. Shortlisted bidders for high and medium risk contracts (impacting railway safety) may be subjected to a pre-award due diligence assessment. A contractor compliance file must be submitted for each discipline. Sub-contracting requires written permission from the contract manager.

Returnable documents:

Submission method: sealed envelope, clearly marked with the tender number, title, and closing date, placed in the tender box at the entrance of the mossel bay town hall, 101 marsh street, mossel bay, by 12:00 on 09 october 2026. Posting is at the bidder's risk and must reach the tender box before the deadline. Faxed, e-mailed, and late tenders are not accepted. Returnable documents (all must be completed, signed in black ink, and submitted on the original documents): - original tender document, fully completed and signed by the authorised signatory, including section 5: declaration. - Tax compliance status pin from SARS (each jv member separately). - Municipal rates and taxes verification: municipal accounts for the bidder and directors/members, or affidavits if NO property is owned, or lease agreements if rented. - CIDB registration number (if applicable). - Authorised signatory resolution (not required for sole proprietors). - Letter of good standing from the compensation commissioner (each jv member separately). - B-bbee certificate or sworn affidavit. - Proof of locality (municipal account, lease agreement, or sworn affidavit) if claiming locality points. - Joint venture agreement (if applicable). Disqualification risks: - any returnable document omitted, unsigned, or incomplete. - Retyped or altered tender documents. - Missing pages from the original document. - Unauthorised alterations. - Tenders received after the closing time, regardless of reason.

Bids must be submitted electronically via the TRANSNET e-tender submission portal (https://transnetetenders.azurewebsites.net/). Bidders must register on the portal, log an intent to bid, and upload bid documents (up to 30mb per upload, multiple uploads allowed). Each company must submit through its own registered profile; submitting through another company's profile will disqualify the bid. Joint ventures may submit through any party's profile. Bids should be uploaded at least a day before closing to avoid technical issues; NO late submissions will be accepted. All returnable documents must be completed, signed, stamped, and dated. Mandatory returnable documents include: annexure b pricing schedule, tnpa waste disposal service licence or proof of application, waste management licence (wml) or signed agreement with a licensed facility, municipal trade permits, dangerous goods vehicle documentation, insurance proof, and other listed items. Failure to provide mandatory documents by closing date and time results in disqualification. Returnable documents used for scoring (e.g., B-bbee certificate, annexure c technical questionnaire) must be submitted; missing these results in zero points for the relevant criteria. Essential returnable documents may be requested later. Bids must remain valid for 180 business days from closing date.
