Submit the completed Tender Document (including Form of Offer and Acceptance, C1.1) and all required supporting documentation in a sealed envelope. The envelope must clearly display: the tenderer’s name and address, tender number (254Q/2025/26), tender title, tender box number (191), and closing date. Deposit the envelope into Tender Box 191 at the Tender & Quotation Box Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town, before 10:00 on 01 July 2026. If the tender is too large for the box or the box is full, seek alternative instructions at the public counter (Tender Distribution Office). The tenderer remains responsible for ensuring correct submission. Evaluation is based on compliance, technical capacity, and preference points. Key requirements: Must be registered on Supplier Databases (or register upon written request within the specified period). CIDB Grading: 1CE or higher for Works Project Category Z (R0–R500,000), 3CE or higher for Works Project Categories A and B (R1M–R3M). To qualify for preference points for Specific Goals, submit documentary proof such as: Company registration certificate, Central Supplier Database (CSD) report, B-BBEE certificate, Financial Statements, and commissioned sworn affidavits. Compliance with legal, financial, and technical requirements is mandatory.

Framework contract for minor construction and maintenance of coastal structures and adjacent civil infrastructure citywide in Cape Town. Contract period: 36 months from commencement date, not exceeding 30 June 2030. Works are divided into three categories: Category Z (Civil Infrastructure, CIDB 1CE grading, project value R0–R500,000), Category A (Civil Infrastructure, CIDB 3CE grading, project value R1M–R3M), Category B (Coastal Structures, CIDB 3CE grading, project value R1M–R3M). Scope includes construction, maintenance, and civil works as detailed in Part C3 (Scope of Work, pages 227–516) and technical specifications in Part C3.6 (pages 244–502).

Required financial instruments: Performance Guarantee (Form C1.3, pages 77–80), Advance Payment Guarantee (Form C1.4, pages 81–84). Additional financial documents: Insurance Broker’s Warranty (Form C1.7, page 89). Pricing data must be submitted as per Part C2 (Pricing Data, pages 94–226), including Schedule of Rates (clause C.2.13.3). A non-refundable tender fee of R300.00 is payable on collection of tender documents (cash or EFT in favor of the City of Cape Town).

Tenderers must be registered on the Supplier Databases as per tender conditions. Registration is not mandatory for submission but must be completed if requested in writing within the specified period. CIDB contractor grading requirements: 1CE or higher for Works Project Category Z, 3CE or higher for Works Project Categories A and B.
