Scope: Provision of co-mingled dry recyclables collection services from targeted north-eastern metropolitan areas and operation of the Materials Recovery Facility (MRF) at Kraaifontein Waste Management Facility. Contract period: 60 months from commencement. Section 1 (MRF Operations): Requires tenderer’s experience in operating MRFs/mini MRFs (drop-off sites for sorting recyclables). Key personnel must have labour-intensive plant/factory operations management experience: Contract Manager (waste/resource recovery), Operational Supervisor (plant/factory operations), Maintenance Supervisor (technical qualification: fitter/turner/boilermaker/millwright + plant maintenance experience). Section 2 (Collections): Requires tenderer’s experience in waste collection/logistics. Contract Manager must have Matric + door-to-door waste removal supervision experience. Supervisors must have waste management collections experience. Vehicles: Must provide dry recycling collection vehicles (5-ton capacity with high-rails or greater capacity with high-rail trailers). Maximum vehicle age at tender close: 7 years (84 months). Vehicles older than 7 years are disqualified. All staff must be dedicated to the tender; no duplication. Key personnel cannot be replaced during evaluation; replacements during contract require CCT approval. Waste Management Accreditation: Mandatory for all service providers per City of Cape Town Integrated Waste Management Bylaw. Accreditation must remain valid for the contract duration.
