Submit one sealed envelope containing the completed and signed tender document (including Form of Offer and Acceptance) and all required supporting documents. Two-stage evaluation: 1) Functionality (minimum 60/100 to qualify): - Supplying signage boards: 0 projects=0, 1-2=10, 3-4=25, 5+=35 points. - Installing signage boards: same scoring as above. - Repairing signage boards: 0=0, 1-2=10, 3-4=20, 5+=30 points. 2) Price and preference points: 80/20 system (price 80, preference 20) per Preferential Procurement Regulations 2022. Price scored on sum of rates in Price Schedule. Highest total points win. Joint ventures must specify each party's work division. Tenderers must be registered on CCT Supplier Database and CSD, tax compliant, no conflicts of interest, and not restricted under SCM Policy.

Contract period: 36 months from commencement. Provide samples for testing as per specifications; samples may not be returned or may be returned in altered state. Demonstrate experience in supplying, installing, and repairing signage boards (minimum 60/100 functionality score). For joint ventures, specify each party's responsibilities. All work must comply with the Occupational Health and Safety Act and relevant regulations. Cooperate with CCT's due diligence reviews and risk assessments.

Minimum functionality score: 60/100. Criteria: 1) Supplying signage boards (max 35 points), 2) Installing signage boards (max 35 points), 3) Repairing signage boards (max 30 points). Scoring: 0 projects (0), 1-2 (10), 3-4 (20-25), 5+ (30-35). Tenderers must have at least 10 points per category or more than two projects across all categories. Joint ventures must submit a statement detailing each party's work scope. Key personnel must be suitably qualified and experienced.

Provide samples for testing as per specifications; samples may not be returned or may be returned in different state. Cooperate with CCT's due diligence reviews and risk assessments. All goods/services must meet specified standards and comply with tender document requirements. Failure to provide samples or required information may render tender non-responsive.

Pricing must comply with Price Schedule (Section C.4). Include all costs (goods, services, obligations, risks). Arithmetical errors corrected by CCT: line totals govern over unit rates; words govern over figures. Unacceptable rates (excessively low/high) may require justification or amendment. Price scoring based on sum of rates/quantities. 80/20 price/preference system applies. Contract price adjustments and rate of exchange variations per Schedule F.1.

Tax compliance: valid SARS Tax Compliance Status PIN required (submit with tender or to Supplier Management Unit); each joint venture party submits separate PIN. Foreign suppliers exempt if they answer 'NO' to all questions in Questionnaire to Bidding Foreign Suppliers. Compliance with Occupational Health and Safety Act (OHSA) and regulations is mandatory. Submit a Health and Safety Plan upon CCT's written request, demonstrating competencies and resources to deliver services safely. Subcontractors must also comply with OHSA and tender's safety conditions. All work and equipment must adhere to OHSA provisions.

Contract period: 36 months from commencement date. CCT may appoint three tenderers (one winner, two alternates). Work allocated on 'winner-takes-all' basis; alternates considered if winner refuses. Standby bidder may be nominated for contract termination scenarios. Contract includes: Schedule of Deviations for amendments, performance security/guarantees (Annexure C), advance payment guarantee (Annexure D), insurance requirements (Annexure A), and monthly labour reports (Annexure B). Supplier must deliver securities/bonds within 2 weeks of contract receipt. Non-compliance constitutes breach.
