Evaluation follows a 3-phase process: Phase 1 (Administrative Compliance): Submit all compulsory bid forms (SBD1 Part A/B, SBD4, SBD6.1, SBD H, SBD I, SBD K, SBD D, SBD E). Failure to comply may disqualify the bid. Phase 2 (Functionality - 100 points, minimum 70% required to advance): Criteria include: Understanding of the project brief (10 points): Demonstrate thorough insight into scope, objectives, and regulatory context, covering Output 1 (specialist studies coordination) and Output 2 (Project Close-out Report). Experience of the bidding entity (20 points): Submit a list of 6+ successfully completed comparable assignments with letters of completion on referee letterhead. Experience of key personnel & qualifications (40 points): Lead consultant: Post-graduate degree in project management + 10 years’ experience + professional affiliation (e.g., SACPCMP, EAPASA, ECSA). Environmental specialists: Post-graduate degree in relevant fields + 5 years’ experience. Tourism legislation expertise: 3+ years’ experience + post-graduate qualification. Rationale and work programme (30 points): Technical approach/methodology, risk identification/mitigation, detailed work programme (activities, timelines, milestones, resources), and reporting framework. Phase 3 (Price and Specific Goals - 100 points total): Price (80 points): Lowest acceptable bid scores highest. Specific Goals (20 points): 51%+ Black-owned (8 points), 51%+ Female-owned (4 points), South African-owned enterprises (2 points), KZN-based enterprises (6 points). Submit SBD6.1 with proofs (e.g., B-BBEE certificate, CSD report, CIPC registration, utility bill/lease agreement).

Scope: Conduct pre-cursor studies for the Environmental Impact Assessment (EIA) of the Drakensberg Cable Car Project. Contract period: 18 months from appointment. Key outputs: Output 1 - Coordinate specialist studies: LiDAR Aerial Mapping (0.5m contours in GIS-compatible format + imagery), Geotechnical assessment (soil/rock formations at proposed stations/towers), Geomorphological study (rock fall/landslide risks), Heritage Impact Assessment (uKhahlamba-Drakensberg Park as a World Heritage Site, including mitigation for operations, HR, and infrastructure design), Stakeholder surveys (local, provincial, national, international, including UNESCO, SAHRA, traditional leaders, local businesses, municipalities). Output 2 - Project Close-out Report: Integrate findings from specialist studies, stakeholder engagements, and other TIKZN reports (e.g., economic viability assessment). Provide clear recommendations on project viability and direction for the EIA process. Methodology requirements: Submit a detailed proposal including task breakdown, project charter with timelines, budget with sign-off/payment schedule aligned to deliverables, defined targets, and a work plan. Service provider qualifications: Proven track record in managing complex projects involving specialist studies, engagement with government/international bodies (e.g., UNESCO), and understanding of EIA processes, biodiversity, cultural heritage, and World Heritage Sites.

Bid value must not exceed R50,000,000 (all taxes included). Pricing must be inclusive of VAT. Submit a detailed budget breakdown linked to targets, outputs, milestones, and timelines. Payment schedule must align with deliverables. TIKZN reserves the right to negotiate fees. Costs for bid preparation, briefing attendance, or presentations are non-reimbursable and the bidder’s responsibility.

Central Supplier Database (CSD) registration is mandatory. Submit CSD number or Tax Compliance Status (TCS) PIN (via SARS e-filing or printed certificate). For consortia/joint ventures, each party must submit separate TCS/CSD details. Tax compliance: Submit TCS PIN or CSD report. B-BBEE: Submit B-BBEE certificate or affidavit for ownership claims (51% Black-owned, 51% Female-owned). Local content: Submit CIPC registration or CSD report for South African-owned enterprises. KZN preference: Submit certified utility bill, valid lease agreement, or original proof of residence signed by a Ward Councillor for enterprises located in KZN. Complete SBD6.1 Preference Points Claim Form with all required proofs. No bids accepted from state employees or entities with state-employed directors/members/partners. Submit SBD4 (Bidder’s Disclosure Form) to declare conflicts of interest. Failure to comply with CSD, tax, or B-BBEE requirements may disqualify the bid.
