Submit proposals via email to [email protected] by the closing date and time. Proposals must be in duplicate (original printed copy and a printed copy of the original) plus an electronic copy on a compact disc or flash drive. Envelopes must be marked with the bidder's return address, full bid description, and bid number. A Tender Deposit Register must be completed and signed upon submission.

The evaluation follows a three-stage process: Stage 1 (Mandatory Requirements), Stage 2 (Functionality), and Stage 3 (Price and Preference). A minimum threshold of 50 points out of 100 is required for functionality to proceed to Stage 3. Functionality is scored based on: Company Relative Experience (20 points), Capabilities (40 points), Key Personnel (20 points), and References (20 points).

The project involves four phases: 1) Workplace Analysis (workshops, policy review, diagnostic report); 2) Disability Awareness and Sensitivity Training (for ~4,500 staff and management); 3) OHS-based Reasonable Accommodation Assessments (for 55 baseline employees plus new declarations); and 4) Provision of reasonable accommodation recommendations and assistive solutions. The provider must be familiar with South African labour legislation, B-BBEE Codes, and disability-related tax incentives.

Prices must remain firm and valid for 120 business days. Bidders must provide a unit rate per additional assessment for employees who declare disabilities post-training, inclusive of travel, reporting, and recommendations.

Mandatory documents include: SBD 3.3 (Priced offer), Professional registration (HPCSA or relevant statutory body), SBD 4 (Bidder's Disclosure), SBD 6.1 (Preference Points Claim), Confidentiality and Non-Disclosure Agreement, B-BBEE Certificate/Affidavit, Tax Compliance Status (TCS) PIN or CSD number, Certificate of Incorporation, and VAT Questionnaire.
