Evaluation follows a 4-stage process: (1) Administrative Responsiveness: Check for on-time submission, completion of all returnable documents, and their validity. Failure at this stage disqualifies the bid. (2) Substantive Responsiveness: Verify fully completed Price Schedule and material compliance with scope/specifications. Failure at this stage prevents further evaluation. (3) Final Weighted Scoring: 80 points for Price (using formula PS = 80(1 - (Pt - Pmin)/Pmin)), 20 points for Specific Goals. Total score rounded to 2 decimal places. (4) Post-Bid Negotiations (if applicable). Functionality (Technical) Evaluation Criteria (Minimum Threshold: 85 points): (a) Company experience in dewatering services (20 points: >5 years = 20, 2-5 years = 10, <2 years = 0). (b) Proof of TLB ownership/rental agreement (20 points: with proof = 20, without = 0). (c) Supervisor qualifications (Blasting certificate + pipe welding, >5 years) (20 points: with certificates = 20, without = 0). (d) Artisan qualifications (Diesel Mechanic and Mechanical Fitter trade tests, >5 years) (20 points: with certificates = 20, without = 0). (e) 24/7 dedicated support service (20 points: with confirmation letter = 20, without = 0). Specific Goals (20 points): Promotion of businesses located in Gauteng Province or South Africa. Required evidence: Valid B-BBEE certificate or Sworn Affidavit, CSD Report, Bidder’s proof of address. Disqualification Conditions: Late submission, incorrect email address, missing mandatory documents, entity/directors listed on Register of Bid Defaulters, collusion, canvassing AEMFC staff, failure to prove signing authority, material deviation from terms.

Scope: Provision of pit dewatering services at Vlakfontein Mine (Mpumalanga) for 5 months. Key deliverables: (1) Dewatering operations: Supply, install, and operate diesel-driven pumps to transfer water from the pit to the Pollution Control Dam (PCD) 24/7 or as scheduled. Skilled operators must monitor performance and implement contingency plans for heavy rainfall or sudden inflows. (2) Maintenance: Perform routine and corrective maintenance on pumps (inspections, servicing, repairs) with minimal downtime. Provide spare parts/consumables and address failures promptly with qualified technicians. (3) Pipeline management: Install and maintain HDPE pipeline network (using TLB for handling) from pit to PCD. Extend/modify pipelines as needed, perform HDPE welding (butt/electrofusion), and repair leaks. Ensure leak-free joints, fittings, and supports. Qualified welders and equipment required for on-site welding. (4) Personnel: Provide on-site supervision (competent supervisor) and skilled team (pump operators, mechanics/technicians, welders/fitters) with 24/7 coverage if required. Implement shift rotations for continuous monitoring. (5) Fuel/power: Manage pump refuelling (diesel) and power supply. Track and report fuel usage if provided by the mine. Follow safe handling practices. Equipment required: TLB, HDPE welding machine, diesel dispensing trailer, LDV, and supply of service kits, pipe couplings, and flanges.

Pricing must be quoted in ZAR, inclusive of VAT (15%). Complete the official Pricing Schedule strictly as provided; deviations may result in disqualification. Price evaluation uses the 80/20 system (80 points for price, 20 for Specific Goals). Formula: PS = 80(1 - (Pt - Pmin)/Pmin), where PS = Bid score, Pt = Bid price, Pmin = Lowest acceptable bid price. All disbursements not explicitly priced will not be accepted. AEMFC may negotiate market-related prices with top-scoring bidders if the highest bid is not market-related. Payment terms: Requires a valid Purchase Order Number for any transactions; verbal/telephonic instructions are invalid and will result in non-payment. Bid estimated value: Below R50,000,000 (all taxes included).

Mandatory: (1) CSD Registration: Bidders must be registered on the National Treasury’s Central Supplier Database (CSD) at www.csd.gov.za. Submit proof of registration (CSD certificate/report not older than 1 month). Foreign suppliers without a local entity are exempt. (2) Tax Compliance: Submit Tax Clearance Certificate or SARS Tax Compliance Status (TCS) PIN. Consortia/JVs must provide separate proof for each party. Non-compliance may invalidate the bid. (3) B-BBEE: Submit valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points. Failure to submit results in zero points for Specific Goals.
