• Phase 3 – Functional/Technical Scoring (100 points):

• Key personnel (max 30 pts) – Site Manager (Electrical Eng. Diploma + 3 yrs), Safety Officer (Safety qual. + 3 yrs), Carpenter (Trade qual. + 3 yrs).
• Letters of recommendation (max 40 pts) – 1 letter > R500 k (10 pts), 2 letters > R1 m (20 pts), 3 letters > R2 m (30 pts), 4 letters > R3 m (40 pts).
• Project plan/Gantt (max 5 pts) – complete schedule with activities, timelines, resources and critical path.

• Minimum score of 70 points required to proceed to Phase 4.
• Phase 4 – Price (80 pts) + Specific Goals (20 pts): price is weighted 80 %, preference points awarded for B‑BBEE ownership targets and RDP localisation (total 20 pts).
• Total possible score = 100 points.
• All scores are verified against the Central Supplier Database (CSD).

• Supply, delivery, installation and commissioning of a grid‑tied solar PV system for the Residue and EPV laboratories (ARC Onderstepoort Campus).
• Minimum design: 44–66 kWp roof‑mounted PV array (80 × 550 Wp Tier 1 modules, SABS‑tested, IEC 61215/61730 compliant, ≥25 yr warranty).
• Battery storage: 90 kWh Li‑Ion (or LiFePO4) with ≥5 500 cycles at 80 % DOD, 10‑year warranty, fire‑extinguishers and monitoring.
• Inverters: one 100 kW three‑phase grid‑tie inverter (NRS 097‑2‑1) and one 100 kW hybrid UPS inverter, both with 10‑year warranties.
• Load partitioning to prioritise critical/emergency circuits; excess PV fed to standard circuits.
• System must accept emergency generator supply and operate during grid outages (anti‑islanding compliance).
• Remote monitoring via web/mobile app, multi‑user access, alerts and data export.
• One (1) year free O&M, plus training for four ARC electricians (competency certificate).
• All electrical work to be signed off by a Professional Engineer or Technologist; Certificate of Compliance (CoC) required.
• Performance guarantees: PV modules 25 yr linear power, 12 yr manufacturer warranty; inverters 10 yr; batteries 10 yr; mounting structures 10 yr; workmanship 12 mo.
• CIDB grading 5EP or higher, compliance with National Treasury GCoC, POPIA, COIDA and other statutory regulations.

• Site Manager: National Diploma in Electrical Engineering + 3 years post‑qualification experience.
• Safety Officer: Recognised safety qualification + 3 years experience.
• Carpenter: Trade qualification + 3 years experience.
• All key personnel must submit CVs, qualifications and certificates; missing documentation results in loss of points or disqualification.

• Physical compulsory information session on 18 June 2026, 11:00 am at ARC OVR Campus; attendance is mandatory and must be recorded in the register.
• Late arrivals (> 15 min) will be denied entry.
• Site inspection may be carried out after the briefing to verify technical proposals.

• All prices quoted in ZAR inclusive of VAT.
• Firm prices only; no price changes after the closing date.
• Payment within 30 days of receipt of a valid, substantiated claim.
• Detailed breakdown required for each item (PV modules, batteries, inverters, installation, O&M, contingency).
• Contingency allowance of 10 % may be included but must be approved by ARC Facilities before use.

• Prices must be quoted in South African Rand (ZAR) inclusive of VAT.
• Only firm prices are accepted; no price adjustments after the closing date.
• Payment terms: ARC pays valid invoices within 30 days of receipt of a substantiated claim and required reports.
• Fixed price for the entire contract duration (including any escalations).
• A 2 % service fee on the total invoice value is payable to PURCO SA (as per the service‑fee clause).
• No draft submissions; all bids must be final and signed.
• Bid validity: 180 days; extensions only by written agreement.

• Central Supplier Database (CSD) registration and valid Tax Clearance Certificate (or TCS PIN) must be submitted.
• VAT registration required if annual taxable supplies exceed R1 million (or voluntary registration above R500 k).
• Valid B‑BBEE certificate or sworn affidavit (minimum level 1‑4) to claim preference points.
• COIDA (Compensation for Occupational Injuries and Diseases) certificate required.
• POPIA compliance – ARC will process personal information only for evaluation and award purposes.
• All personnel must undergo security vetting and sign indemnity forms.
• No persons in the service of the State may submit a bid, nor companies with directors who are state employees.
• All subcontractors must be approved; total subcontracting to enterprises with lower B‑BBEE status may not exceed 25 % of contract value unless the subcontractor is an EME.
• All work must comply with the General Conditions of Contract (GCC) and any special conditions listed in the tender.

Preference points (total 20) are allocated as follows:

• 51 % HDI ownership – 6 pts

A valid B‑BBEE certificate or sworn affidavit must be submitted to claim these points.

• All electrical work must be performed by a licensed electrician and supervised by a qualified professional engineer or technologist.
• Certificate of Compliance (CoC) must be issued for all electrical installations.
• Inverter and battery rooms must be ventilated, fire‑protected (appropriate extinguishers) and secured (locked storage, minimum 16 m²).
• Personal protective equipment and safety signage are required on‑site.
• Compliance with POPIA and COIDA is mandatory.

• Service fee: 2 % of each invoice value payable to PURCO SA within 30 days; interest 2 % per month on overdue amounts.
• Monthly sales report to be submitted by the 10th working day of each month.
• ARC may conduct due‑diligence checks and site inspections at any time.
• No alteration to the contract unless agreed in writing; any amendment must be documented and may affect price.
• Successful bidder must sign the SBD 7 contract form and provide all required compliance certificates.
• Proposals are valid for 180 days; extensions only by written consent.
• ARC is not liable for any costs incurred by bidders in preparing the submission.

• PV system must be signed off by a Professional Engineer or Technologist.
• All compliance certificates, electrical audit reports and municipality approvals must be submitted before handover.
• Certificate of Compliance (CoC) issued by a licensed wireman is mandatory.
• Batteries: 10‑year warranty; PV modules: 25‑year linear power warranty, 12‑year manufacturer warranty.
• Inverters: 10‑year product warranty.
• Mounting structures: 10‑year performance guarantee.
• Workmanship: 12‑month warranty.
• All personnel must sign indemnity forms and undergo security vetting.
• Site must be restored to original condition after completion.
• System functionality must be demonstrated for one week before final handover.

• Tax compliance: income tax and VAT legislation must be adhered to throughout the contract term.
• VAT registration required if taxable supplies exceed R1 million in any 12‑month period (or voluntary registration above R500 k).
• Provide SARS Tax Status PIN or CSD report with the bid.

In addition to the standard evaluation, bidders will be assessed on:

• Technical compliance with the detailed system specifications.
• Ability to meet the 70 % functional score threshold.
• Submission of a complete Gantt‑chart project plan.
• Provision of letters of recommendation as per the points table.
• Demonstrated experience of similar PV‑hybrid projects.
