Failure to meet any mandatory requirement results in automatic disqualification. Stage 3 uses an 80/20 point system: 80 points for price (lowest acceptable tender scores highest) and 20 points for ATNS Specific Goals (51% Black Owned: 10 points, 30% Black Woman Owned: 10 points). Preference points require submission of CSD report, CIPC documents, shareholder certificates, ID copies, and B-BBEE certificate or sworn affidavit (for EMEs/QSEs).

Scope: Provide evaluation, testing, and issuing of Fire Certificate of Compliance (COC) at Pietermaritzburg Airport ATNS Control Centre for 24 months on an as-and-when-required basis. Services include: Inspection and compliance checks of fire equipment (extinguishers, hose reels, sprinkler systems, hydrants, smoke alarms, fire detectors) against SANS 1475-1, SANS 1475-2, SANS 10105, and SANS 10400 Part T (1) and (2): 2020. Report findings, provide repair/replacement quotes in consultation with ATNS management, and liaise with local fire authority to issue COC. Deliverables: Full fire system inspection and audit, routine follow-up inspections, issuing of COC, fire authority liaison, detailed compliance reports, and ad-hoc repairs/replacements. Delivery: Within 7 working days of official order (unless agreed otherwise). Off-loading at service provider’s risk and cost. Emergency work allowed without prior order. Include detailed rates for: Fixed/baseline services (inspection, certification, reporting, fire authority liaison), fire equipment inspection/testing (per unit/system), labour rates (hourly, call-out, mobilisation, repair), and emergency services. Grand Total (including VAT @15%) will be used for price evaluation. Contract is 'as-and-when-required' with no guaranteed minimum volume of work. Payment based on actual work executed using the rates provided. No work, repairs, or replacements without prior written approval from ATNS. Rates must cover all applicable taxes. Markup percentages for materials/consumables (e.g., fire equipment, imported/specialised equipment, consumables, subcontracted services) must be specified.
