Evaluation occurs in three stages: Stage 1 (Mandatory Requirements): Bids are checked for completeness and compliance with submission rules. Failure to submit or sign any of these will disqualify the bid. Stage 2 (Capability Requirements): Bidders must meet ISO 9001 compliance, provide proof of three completed Discrete Analyzer projects in the last 10 years (with signed/stamped B1, B2, B3 forms), demonstrate technical staff certification (5+ years experience) and financial viability (bank rating letter, Code-C, not older than 3 months). Stage 3 (Price and Preference): 80 points for price (lowest acceptable bid scores highest), 20 points for Specific Goals (HDI: 8, Black Women: 4, Black Youth: 4, Disabled Ownership: 4). SBD 6.1 must be completed to claim preference points. Bids are ranked by total points (100 max). Amatola Water reserves the right to accept any bid or none. Scope: Supply, delivery, installation, commissioning, and after-sales support (maintenance, troubleshooting) of a fully automated benchtop Discrete Analyzer for testing potable, wastewater, groundwater, seawater, and surface water. Must include on-the-job training (minimum 5 days for lab personnel, with certificates issued). Equipment must fit in existing lab space and have a minimum lifespan of 10 years. Key parameters to test: Alkalinity (5-250 mg/L), Ammonia (0.01-10 mg/L), Calcium (1-500 mg/L), Chloride (1-500 mg/L), Hexavalent Chromium (0.1-100 μg/L), Fluoride (0.05-4 mg/L), Magnesium (1-250 mg/L), Nitrate (0.1-20 mg/L), Nitrite (0.1-5 mg/L), Orthophosphate (0.1-20 mg/L), Silica (1-20 mg/L), Sulfate (1-250 mg/L), Sulfide (1-200 mg/L), Total Hardness (1-500), TKN (1-100 mg/L), Urea (1-15 mg/L). Functional requirements: Simultaneous applications from a single sample, real-time reagent volume tracking, user access controls, audit trails, and LIMS integration. Software: Windows 11 compatible, data backup, security features (Active Directory, Windows patches, antivirus compatibility). Hardware: Standard RSA power supply, 18-30°C operating range, 40-80% humidity, barcode reader, 9/18-position sample racks, 6-position reagent racks, 360 measurement cells, Xenon flash lamp, absorbance range 0-3.5A. Safety: OHS Act compliance, CE marking, fail-safe interlocks, emergency stops, earth bonding. Maintenance: Annual preventive maintenance by certified engineers, easy component access. Pricing must be submitted on SBD 3.1 (Firm Prices) and SBD 3.2 (Non-Firm Prices). Total price must be transferred to SBD 1. VAT registration number required. All costs (e.g., delivery, installation, training, maintenance) must be included in the bid. Bids must remain valid for 90 days from closing date.
