• Working times: General working hours are 08h00 to 17h00. Night work is allowed for crossings with live runways and taxiways, subject to arrangement with airport operations.
• Access and movement: All construction traffic on the airside must be strictly controlled and channelled via approved routes. Access to runways and taxiways is limited to night work and subject to approval by the Airport Authority.
• Communication: The Contractor must establish a radio communication system approved by Air Traffic Control (ATC). Contractor's Safety Managers and the Engineer's Representative must have radios to communicate directly with Fire & Rescue.
• Site establishment: A designated campsite with water and electricity is provided. The Contractor must provide 24-hour security for the site camp, subject to ACSA Security approval.
• Safety and inspections: A method statement for every closure must be submitted to the Airport Authority via the engineer before work commences. A final inspection by the Engineer's Representative and Fire & Rescue is required before reopening any runway or taxiway.

• Work within 50m of a runway edge or taxiway centreline must only be undertaken when the runway/taxiway is closed.
• A request to close a specific taxiway or runway (via a NOTAM) must be submitted to the Engineer's Representative at least 14 days in advance. Late submissions may cause delays at the contractor's cost.
• Key briefing points for personnel include: defined tasks and work area; permitted working hours and restrictions; procedures for when aircraft approach; communication protocols; and strict rules to avoid generating Foreign Object Damage (FOD).
• Work sites must be clearly marked by day using approved cones or barriers at specified spacings.

• The final construction programme must be submitted by the appointed contractor for approval by ACSA and the engineer.
• All timelines are indicative and subject to change due to operational requirements (e.g., aircraft load factors, weather).
• The Contractor must ensure the work area is clean and free of all Foreign Object Damage (FOD) material at the end of each shift.
• Before reopening a runway or taxiway, the construction area must be cleared of all personnel, plant, and obstructions, with no loose material on the surface.
• Prior to construction, the Contractor must arrange with airport authorities for a thorough inspection to locate all existing services using service detectors.

• The Contractor must comply fully with the regulations of the Occupational Health and Safety Act.
• All personnel working airside must complete a compulsory safety induction course.
• All workers on site must possess a valid ACSA Security Permit. Where applicable, a cell phone permit and camera permit are also required.
• All delivery and construction vehicles must have a valid ACSA Vehicle Permit, and all drivers must possess an Airside Vehicle Operator Permit (AVOP).
• The Contractor must provide appropriate personal protective equipment (PPE) for all workers on site.
• The Contractor is responsible for the cost of all permits and required training courses for its personnel and vehicles.

• The Contractor must comply with the Occupational Health and Safety Act and Regulations.
• A dedicated Contractor's Safety Officer must be available. Responsibilities include: inspecting and recording all traffic accommodation features; ensuring removal of obstructions before sunrise; and being responsible for all traffic signs and barricades.
• A liaison group with airport operations, safety, ATC, maintenance, and contractor representatives must be established to review progress and working practices.
• All subcontractors must also comply with airside safety regulations, and the main contractor remains responsible for their compliance.
• A method statement for every closure must be submitted to the Airport Authority via the engineer before work commences.
• Before project commencement, a comprehensive safety briefing must be held for all personnel, covering tasks, work area marking, permitted hours, communication procedures, and actions in case of an accident.
• All personnel must wear high-visibility clothing. A lookout and R/T communication with ATNS are required for 'ON/OFF' work conditions.
• A Hot Work Permit is required for activities involving open flames (e.g., heating paver screeds). The permit must be carried on site and kept in the Site Safety File.
• The Contractor must warn employees about aircraft jet blast and take measurements for compliance with noise exposure regulations.

• This Volume 5 document is a Procedure Manual that forms part of the contract. It must be read in conjunction with Volumes 3 and 4.
• The Contractor must not commence any work airside until fully conversant with this manual and it has been signed and implemented by the parties.
• The Contractor has no right to claim for delays, standing time, or losses resulting from the cancellation of access permits due to security breaches. Any costs incurred by ACSA in rectifying a breach will be for the Contractor's account.
• Permits are not transferable. Abuse of the permit system will lead to termination of further permit issuance.
• The Contractor must submit a travel route plan to the Manager: Airside for movement between construction areas, spoil site, and campsite. No other routes are permitted.
• As a condition for an Airside Vehicle Permit, the company must ensure all vehicles and drivers are covered by Contract Works, Public Liability, and SASRIA Special Risks insurance.
