• Stage 2 – Mandatory Requirements (Service Categories):

• Bidders must tick the service category(ies) they intend to provide.
• Evaluation will be based on the selected category(ies) using the criteria outlined in the tender (e.g., methodology, experience, qualifications, professional body registration, team composition).
• Preference points will be applied in accordance with the Preferential Procurement Regulations.

• Bids that fail any mandatory requirement are excluded from further consideration.

• Two panels to be appointed for a three‑year period:

1. Panel 1 – Forensic Investigations (e.g., forensic investigators, digital forensics, forensic accounting, legal experts, cybersecurity, data analysts, questioned‑document analysts).
2. Panel 2 – Ethics Management‑related Services (e.g., ethics risk assessments, maturity assessments, whistle‑blowing mechanism design, ethics training and awareness campaigns).

• Bidders may respond to one or more service categories; proposals must detail how the required scope will be delivered for each selected category.
• Required deliverables include methodology, experience, trade references, organisational structure, tools/software, and professional registrations.
• Service utilisation will be on an “as‑and‑when‑required” basis; no guaranteed work volume.
• Panel utilisation guidelines: BMA will develop clear project requirements and request quotations from the panel; quotations evaluated with preference points.
