Evaluation will follow the 80/20 Preferential Procurement Policy: 80 points for price, 20 points for B-BBEE status level of contribution. Total points: 100. The tender will be evaluated in terms of the General Conditions of Contract (GCC, JBCC, FIDIC, or CIDB), Supply Chain Management Policy, and Stellenbosch Preferential Procurement Policy (effective 16 January 2023). Additional criteria include: relevant specifications, value for money, capability to execute the contract, and compliance with PPPFA and associated regulations. A Service Level Agreement (SLA) must be signed by the successful bidder.

Develop an Integrated Infrastructure Asset Management Plan (IAMP) for Stellenbosch Municipality, covering financial years 2026/2027 to 2027/2028. The IAMP must comprise four service-specific volumes. The successful bidder will be required to sign a written contract form (MBD7) and a Service Level Agreement (SLA). The scope includes delivering a comprehensive plan that aligns with the municipality’s asset management policy and infrastructure catalogue. The bidder must provide evidence of capability to execute the contract, including relevant experience and technical expertise. The project may span multiple financial years, requiring interim reports at year-end (30 June) detailing cumulative expenditure, delays, and halts in construction or development.

Pricing must be quoted in South African Rand (ZAR) and inclusive of VAT. The total bid price must be clearly stated. For contracts exceeding R1,000,000, the bidder must be VAT-registered to issue tax invoices. VAT registration number must be shown on invoices for supplies over R3,000. Payment terms: invoices must be accompanied by a delivery note and submitted for payment within 30 days. Performance security (bank guarantee or irrevocable letter of credit) may be required within 30 days of contract award. Prices must remain fixed for the duration of the contract unless otherwise specified.

Mandatory registration on the Central Supplier Database (CSD) with a valid MAAA number. Tax compliance: submit a valid Tax Compliance Status (TCS) PIN or CSD number. Foreign suppliers must complete the pre-award questionnaire (Part B:3). B-BBEE: Submit a B-BBEE Status Level Verification Certificate (SANAS-accredited) or original Sworn Affidavit (for EMEs & QSEs) to qualify for preference points. Municipal accounts: Provide identity numbers, residential addresses, and municipal account numbers for all members/partners/directors. OHSA: Submit a valid Letter of Good Standing from the Compensation Commissioner. Complete and sign all required forms: MBD4 (Declaration of Interest), MBD6.1 (Preference Points Claim), MBD8 (Past SCM Practices), MBD9 (Independent Bid Determination), MBD10 (Payment of Municipal Services), Form of Indemnity, Pricing Schedule, Form of Offer, and Declaration by Tenderer.
