Evaluation occurs in two phases: Phase One assesses compliance and responsiveness to bid rules and conditions. Bidders failing this phase are eliminated. Phase Two evaluates qualifying bidders using the 80/20 PPPFA and PPR 2022 system. Points allocation: 80 for price (calculated using formula: Ps = 80(1 - (Pt - Pmin)/Pmin)), 20 for specific goals. Specific goals include: Historically Disadvantaged Individual (HDI) ownership (100% black ownership = 6 points, 51-99% = 4 points), Black women ownership (100% = 4 points, 30-99% = 2 points), Black youth ownership (100% = 4 points, 30-99% = 2 points), disabled people ownership (20%+ = 2 points), locality (Eastern Cape = 2 points), Military Veterans (2 points). SBD 6.1 must be completed and signed to claim preference points. Highest point scorer wins unless circumstances justify otherwise. Supply and deliver building tools for Cofimvaba Depot as per SBD 3.1 (Pricing Schedule). This is a once-off contract. Delivery must occur within one (1) week after signing the contract and receiving the purchase works order. Delivery address: Department of Public Works and Infrastructure in Komani. Tools must meet SABS-approved quality standards where applicable. Goods must conform to the standards mentioned in the bid document. Equivalent or better alternatives to specified brand names are acceptable. Clarify any unclear quality aspects with the Department at least 2 days prior to submission. Prior approval is required for any deviations before delivery. The Department reserves the right to conduct due diligence, including site visits or inspections, prior to award or during the contract period.

Only SABS-approved items (where applicable) must be delivered. Goods must conform to bid document standards. Equivalent or better alternatives to specified brands are acceptable. Clarify any unclear quality aspects with the Department at least 2 days prior to submission. Prior approval is required for deviations before delivery. The Department reserves the right to conduct due diligence, including site visits or inspections, prior to award or during the contract period.

Firm prices only are accepted on SBD 3.1 (Pricing Schedule). All costs (delivery, profit, tools, taxes) must be included. VAT-inclusive at 15% where applicable. Provide VAT registration number if VAT is charged. Discrepancies between words and figures: the amount in words governs. No price escalation allowed. Pricing must align with the listed items and quantities in SBD 3.1. Total bid price must be carried over to SBD 1.

Bidders must be registered on the National Treasury Central Supplier Database (CSD) prior to award (https://secure.csd.gov.za). Proof of registration should be submitted with the proposal. Tax Compliance: Bidders must have a valid Tax Compliance Status (TCS) PIN issued by SARS. Submit TCS PIN or certificate with the bid. Non-compliant bidders will be granted 7 working days to rectify tax matters; failure to comply will result in elimination. Bidders must not be listed on the Register of Tender Defaulters or the List of Restricted Suppliers. Bidders must complete and sign SBD 4 (Bidder’s Disclosure) to declare any conflicts of interest, relationships with state employees, or interests in related enterprises. Compliance with POPIA (Protection of Personal Information Act) is required. Bidders must ensure ongoing tax compliance for the entire contract duration. Contract is once-off for the supply and delivery of building tools. The Department may accept or reject any offer, cancel the bid process, or accept part of a bid. Successful bidder must sign a formal contract (SBD 7) and may be required to provide sureties. Contract period: Delivery within one week of signing. Disputes are governed by clause 27.2 of the General Conditions of Contract (GCC). Bidder must indemnify the Department against all claims, damages, or risks arising from contract fulfillment. Penalties apply for withdrawal, failure to sign, or non-delivery. Governing law: South African law, with exclusive jurisdiction of South African courts. Validity period: 90 days from closing date. The Department reserves the right to negotiate with bidders if offers are not market-related.
