Bids must be submitted on official forms (not re-typed) and include: Master Bid Document (bound), Electronic Copy (USB), SBD1 (completed and signed), SBD3.3 (Pricing Schedule), SBD4 (Bidders Disclosure), SBD6.1 (Preference Points Claim Form), Valid B-BBEE Certificate or Sworn Affidavit, CSD Registration Report or SARS Tax Pin, and Letter of Authority to sign. Evaluation occurs in 3 phases: Phase 1 (Pre-compliance): Checks for SCM returnable documents, tax compliance, and CSD registration. Phase 2 (Mandatory Requirements): Bidders must be Checkpoint-certified (Professional, Premium, or Elite) and submit a valid OEM-signed letter/certificate. Non-compliance results in disqualification. Phase 3 (Price and Preference Points): Uses the 80/20 system. Price scores 80 points (formula: Ps=80[1-(Pt-Pmin)/Pmin]). 20 points for specific goals: >50% ownership by Black people, Women, or people with disabilities. Highest total points win, provided all phases are passed. Preference points require: SBD6.1, valid B-BBEE Certificate (SANAS/CIPC) or Sworn Affidavit, and CSD Registration Report/Number.

Scope: Renewal of Checkpoint Infinity Services for 3 years. Deliverables: Successful renewal of Checkpoint Security Services. Duration: Contract must be completed within 2 weeks of SLA signing and Official Order issuance, for a 3-year term. Service Provider must: Be Checkpoint-certified (Professional, Premium, or Elite), Submit OEM-signed letter/certificate, Provide a detailed project plan with team roles and experience, Ensure senior in charge of fieldwork is present throughout the contract. Travel and accommodation costs are recoverable only with proof and must align with SBD3.3 pricing schedule.

Submit pricing on SBD3.3 (Pricing Schedule) and Annexure A, including all costs, expenses, and applicable taxes (VAT, PAYE, income tax, UIF, SDL). Offer must be valid for 120 days from closing date. DFFE may negotiate price with recommended providers. Payment terms: Detailed tax invoice with supporting evidence required. DFFE has 30 calendar days to pay after receipt, with 7 days for approval and 23 days for payment. Rates must be firm for the contract period or specify adjustment basis (e.g., CPI). Travel and other expenses must be itemized with rates, quantities, and amounts.

CSD Registration: Mandatory. Tax Compliance: SARS Tax Pin or CSD Number required. B-BBEE: Valid Certificate (SANAS/CIPC) or Sworn Affidavit (for EMEs/QSEs) must be submitted. Joint Ventures/Consortia: Each party must submit separate TCS Certificate/Pin/CSD Number and a signed JV agreement. Foreign Suppliers: Must declare residency, branch, or permanent establishment in RSA. Disqualification: Bidders in Register for Tender Defaulters or List of Restricted Suppliers are disqualified. State Employees: Bids from state employees, companies with state-employee directors, or CCs with state-employee members are disqualified. Additional: Letter of Authority to sign, SBD4 (Bidders Disclosure), and proof of no collusion or corrupt practices required.
