• Joint‑venture or consortium submissions must include:

• Letter of intent or JV agreement confirming a single business entity

• General eligibility:

• Not listed on any international sanctions regime and not restricted by National Treasury.
• No conflict of interest with Eskom or other bidders (e.g., shared majority shareholders, access to competitor information).

• Joint‑ventures/consortia must contain explicit joint‑and‑several liability clauses.
• Sub‑contracting 100 % of the scope is prohibited.

• Technical scoring (functionality):

• Minimum threshold 80 % on functionality criteria (fleet ownership/lease, vehicle age, mileage, DG licence).
• Minimum two 34‑ton tipper trucks must be offered; points awarded per vehicle criteria.
• Evidence of maintenance programme, COF and load‑test certificates required.
• Method statement for safe work operations must be submitted.

• Financial scoring:

• Audited financial statements for the past three years are required.
• Financial risk assessment may lead to exclusion of high‑risk bidders.

• B‑BBEE scoring:

• Valid B‑BBEE certificate or sworn affidavit must be provided.
• Higher B‑BBEE scores are used as a tie‑breaker.

• SHEQ scoring:

• Proof of SHEQ policies, systems and compliance with OHS Act, COIDA and Eskom SHEQ requirements.
• Required safety certificates (e.g., COIDA good standing) must be submitted.

• CIDB:

• Not applicable for this plant‑hire contract, but any CIDB grading requirement will be evaluated if stipulated.

• Tax compliance:

• Local bidders must provide a valid Tax Clearance Certificate.
• Foreign bidders with a South African footprint must provide proof of tax compliance.

• Scoring methodology:

• Price (80 % or 90 % of total score) evaluated on inclusive‑VAT, corrected for arithmetical errors, and fixed for the contract duration.
• Specific goals (PPPFA preference points) account for the remaining 20 % or 10 %.
• Total score = Price score + Specific‑Goal score; ranking is from highest to lowest.
• Up to four suppliers with the highest scores will be appointed; tie‑breakers follow B‑BBEE score, functionality score, then drawing of lots.

• Scope: Hire of 34‑ton tipper trucks on an as‑and‑when‑required basis for a period of five (5) years.
• Quantity: Minimum two (2) trucks, maximum four (4) trucks to be made available upon contract award.
• Vehicle requirements:

• Registered for transport of hazardous/dangerous goods (DG licence disc and appropriate placarding).
• First registration year 2022 or later; mileage ≤ 350 000 km.
• Valid licence disc showing ownership and DG registration.
• Proof of ownership or lease (RC1) and, if leased, lease agreement.
• Up‑to‑date Certificate of Fitness (COF) and load‑test certificate.
• Maintenance records and programme not older than 12 months.

• Driver qualifications:

• Valid Code 14 driver’s licence with Professional Driving Permit (PDP).
• Dangerous‑goods certification and current medical surveillance certificate.
• Required PPE (chemical‑resistant overalls, safety boots, hard hat, goggles, FFP2 respirator, ear plugs).

• Service area: Eskom power stations and sites in Gauteng, Vaal, Limpopo and Mpumalanga (e.g., Medupi, Matimba, Kusile, Kriel, Duvha, Tutuka, Arnot) and transport to designated disposal facilities (Platkop, Rietfontein, Averda – Vlakfontein, Holfontein).
• Availability: Trucks must be ready for deployment within 7 days of contract signing and are subject to pre‑commencement inspection by Eskom’s Technical Department.
• Rate basis: Quoted per load on a wet rate (diesel included).

• Currency: All prices must be quoted in South African Rand (ZAR) and include VAT, duties and any other levies applicable 14 days before the closing date.
• Price stability: Rates must be fixed for the entire contract duration; adjustments only permitted if expressly allowed in the enquiry.
• Pricing submission: Price schedule in PDF and an accompanying Excel file (upload limits as per submission guidelines).
• Discounts: Unconditional discounts will be considered in the price evaluation; conditional discounts will be applied only at the payment stage.
• Payment terms:

• Contracts < R50 million (incl. VAT): payment within 30 days of receipt of an undisputed invoice.
• Contracts ≥ R50 million (incl. VAT): payment within 60 days of receipt of an undisputed invoice.

• Financial due diligence: Submit audited financial statements for the last three (3) years (no drafts or management accounts), including auditor’s report, director’s report and notes.
• Bonds/guarantees: Not required unless later stipulated in the contract documents.

• CSD registration: Valid Central Supplier Database (CSD) number must be provided.
• B‑BBEE: Submit a current B‑BBEE certificate, sworn affidavit or other proof as required by the B‑BBEE Codes. Mis‑representation will be reported to the B‑BBEE Commission.
• Tax compliance: Local bidders – valid Tax Clearance Certificate; foreign bidders with a South African footprint – proof of tax compliance (e.g., SARS e‑filing PIN).
• SHEQ: Provide evidence of compliance with Eskom’s SHEQ policy, COIDA certificate of good standing (or proof of application), and any other safety/quality documentation required in the scope.
• Employment Equity: Designated employers must submit proof of compliance with the Employment Equity Act (EEA report to the Department of Labour).
• CIDB: Not applicable for this plant‑hire contract.
