Ability to undergo security screening/vetting by State Security Agency. Compliance with all applicable tax legislation (Income Tax Act, VAT Act). No counter conditions or amendments to bid conditions. Must accept General Conditions of Contract.

• Scope: Develop comprehensive training material for the NNR Inspector Qualification Programme.
• Modules to be developed include: Module 2 (Authority of Regulation), Module 3 (Building Trust with Stakeholders), Module 4 (Legal Compass), Module 5 (Strategic Compass), Module 8 (Graded Approach), Module 9 (Upholding Integrity), Module 10 (Collaborative Regulation), Module 12 (Information to Insight), Module 13 (Evidence Mastery).
• Deliverables: Training course material aligned with design briefs, learner material (including manual), PowerPoint slides, assessor guide and assessments, facilitator guide.
• Present the training to a class of 50 learners.
• Training venue will be provided by the NNR.
• The lead person must have a minimum of 10 years’ experience in administrative and constitutional law; nuclear law experience is an advantage.

• Payment will be made within 30 days of receipt of a correct and original invoice.
• No upfront payments; payment only after services are rendered.
• Payment via electronic bank transfer only.
• Total payment will not exceed the amount specified in the Purchase Order.
• Remuneration is for actual hours worked only.

• Bidders must be registered on the National Treasury Central Supplier Database (CSD).
• Provide CSD supplier number, tax reference number, SARS tax pin, and BBBEE level contribution.
• Tax compliance is mandatory; non-compliant bids may be disqualified.
• Tax compliance status will be verified through CSD; consortia/joint ventures/sub-contractors must each be registered.
• Bidders must comply with all applicable tax legislation (Income Tax Act, VAT Act).
• Bidders must grant written confirmation for SARS to disclose tax compliance status.
• The successful bidder may undergo security vetting by the State Security Agency.

• The successful bidder will sign a Service Level Agreement (SLA) with the NNR.
• Work commences only after receipt of an official purchase order and conclusion of the SLA.
• The NNR may vary the scope of work; the bidder cannot claim for work not required.
• The NNR may cancel the award if parties fail to agree on significant services, price, or terms.
