Provision of catering, cleaning, and hospitality services for arnot power station

• Enterprise must be a registered entity (CC, (Pty) Ltd, Sole Proprietor, etc.)
• Annual revenue must be between R10 million and R50 million based on latest audited financial statements
• Minimum B‑BBEE ownership requirements:

– At least 51 % Black owned for Level Two (125 % procurement recognition) or 100 % Black owned for Level One (135 % recognition)

– Declare Black ownership %, Black female ownership %, and Black Designated Group ownership % with breakdowns for youth, disabled, unemployed, rural and military veterans

• Submit a sworn B‑BBEE affidavit (QSE) signed by an authorised representative (member/director/owner) under oath
• Affidavit must be valid for 12 months from the Commissioner of Oaths signature

B-BBEE Minimum Level: One (135% procurement recognition for 100% Black Owned or 125% for at least 51% Black Owned).

Requirements:

• Submit a sworn B-BBEE affidavit for Qualifying Small Enterprises (QSEs).
• Declare Black Ownership %, Black Female Ownership %, and Black Designated Group Ownership % (with breakdowns for Youth, Disabled, Unemployed, Rural, Military Veterans).

Technical evaluation is split into mandatory and qualitative criteria.

• Mandatory criteria must be met and documented (e.g., FEDHASA registration, Certificate of Acceptability). Failure to provide these results in automatic disqualification.
• Qualitative criteria are scored using the table:

• 5 = 100% – fully compliant, no technical risk.

• 4 = 80% – compliant with acceptable risk, exceptions or conditions.

• 2 = 40% – non‑compliant or unacceptable risk/exception.

• 0 = 0% – totally deficient or non‑responsive.

• No scores of 1 or 3 are allocated.
• Minimum overall technical score required to pass is 75%.

• Evaluation proceeds to the qualitative stage only after all mandatory items are verified.

Scope of work:

• Provide subsidised meals, catering, cleaning services and maintenance of the e‑hospitality system at Arnot Power Station.
• Supply and deliver beverages on an ‘as‑when‑required’ basis.
• Contract period: three (3) years.

Key technical requirements:

1. Registration with FEDHASA (or a Letter of Intent) to demonstrate alignment with hospitality industry standards.
2. Valid Certificate of Acceptability issued by the Department of Health or the relevant local municipality for food‑handling establishments.
3. Provide at least two (2) contactable references for similar industrial mass‑catering projects (minimum 2‑3 years experience preferred).
4. Submit documented procedures/ contracts for waste management, pest control and cleaning/hygiene.
5. Provide a detailed cleaning and hygiene plan covering both interior and exterior areas.
6. Submit checklists/procedures for kitchen cleaning, toilet cleaning, cold‑storage temperature control, food poisoning prevention and food quality.
7. Provide a contingency plan for unforeseen events (e.g., strikes, protests).
8. List PPE and uniform provisions for catering staff.
9. Staff complement documentation:

• Chef: CV, qualifications (N‑Diploma in Catering/Food Service), registration with SA Chef Association, minimum 2 years mass‑catering experience.
• Site Manager: CV, qualifications, relevant experience.
• SHEQ Officer: CV, qualifications, minimum 1 year SHEQ experience in a canteen.

10. Submit an organisational organogram and personnel training plan for cooks, cashiers, cleaners, etc.

Required compliance documents:

• FEDHASA registration certificate or Letter of Intent.
• Certificate of Acceptability (food‑handling) from the Department of Health or local municipality.
• Proof of staff qualifications (N‑Diploma, registrations) and relevant experience as outlined in the technical specifications.
• Evidence of training programmes or training plans for all catering personnel.
• Valid procedures/ contracts for waste management, pest control and cleaning/hygiene.
• Contingency plan documentation.
• PPE and uniform provision list.

All documents must be current, signed and submitted with the bid; missing or outdated items will lead to disqualification.

Evaluation will focus on: Category 2 alignment (Clause 3.5.3 of 240-105658000) for Pre-Contract Award Quality Requirements. Main supplier and sub-supplier capability/capacity may be assessed (Clause 3.6). Compliance with Eskom’s rights (access, information, audits) and nonconformity management. Demonstration of adherence to ISO 9001 principles (customer focus, leadership, process approach, etc.).

Adherence to ISO 9001 clauses: Context of the Organisation, Leadership, Planning, Support, Operation, Performance Evaluations, Improvement. ISO 9001 Quality Principles: Customer focus, Leadership, Engagement of people, Process approach, Improvement, Evidence-based decision making, Relationship Management. Post-Contract Award: Contract Execution and Supplier Quality Performance Monitoring Phase. Standard Conditions: Eskom Rights of Access, Rights to Information, Preservation, Quality Audits, Management of Nonconformities, Special Processes. Tenderer must complete and sign the form to acknowledge acceptance.

Evaluation criteria for B-BBEE compliance:

• Enterprise must qualify as an Exempted Micro Enterprise (EME) with annual revenue ≤ R10,000,000.00.
• Ownership declarations required:
• Percentage of Black Ownership (flow-through principle, Code Series 100).
• Percentage of Black Female Ownership.
• Percentage of Black Designated Group Ownership (with breakdown: Youth, Disabled, Unemployed, Rural, Military Veterans).
• B-BBEE Level Contributor status determines procurement recognition:
• 100% Black Owned: Level One (135% recognition).
• At least 51% Black Owned: Level Two (125% recognition).
• Less than 51% Black Owned: Level Four (100% recognition).

Compliance requirements:

• B-bbee:
• Must be an Exempted Micro Enterprise (EME) with annual total revenue ≤ R10,000,000.00.
• Submit a sworn affidavit (valid for 12 months from signing date) confirming:
• Black Ownership % (flow-through principle, Code Series 100).
• Black Female Ownership %.

• B-BBEE Level Contributor status:
• 100% Black Owned: Level One (135% procurement recognition).

• Legal: Enterprise must be registered in South Africa (e.g., CC, (Pty) Ltd, Sole Proprietor).
• Geographic: Services must be rendered at Arnot Power Station, North West Province.
• Definitions:
• Black People: Africans, Coloureds, Indians who are SA citizens by birth/descent or naturalised before/on 27 April 1994 (or entitled to naturalisation prior).
• Black Designated Groups: Unemployed black people, black youth, black people with disabilities, black people in rural/underdeveloped areas, black military veterans.

Submit a signed Acknowledgement Form (Annexure B) confirming understanding of Eskom OHS requirements. Non-compliance may result in penalties or disqualification. Ensure all employees (including contractors/suppliers) undergo Eskom induction.

General: Must be a registered legal entity (company/supplier) with the capacity to provide services for 3 years. OHS: Must demonstrate ability to comply with Eskom’s OHS standards (e.g., Standard 32-136) and statutory requirements (OHS Act, COIDA). Must have processes to manage subcontractors/suppliers for OHS compliance. Experience: Must provide testimonials/references and contact details for similar past work (including prior work with Eskom, if applicable).

Main contractor/supplier must: demonstrate selection criteria for appointing subcontractors/suppliers; notify Eskom prior to their appointment; ensure subcontractors/suppliers have adequate resources and competencies; manage and monitor subcontractors/suppliers for OHS compliance; provide grounds for termination of subcontractor/supplier work; and handle non-compliance issues directly. Eskom reserves the right to verify compliance and request testimonials/references.

Mandatory compliance with: Eskom Contractor Health and Safety Requirements Standard 32-136; OHS specifications/requirements provided by Eskom; Occupational Health and Safety Act; Compensation for Occupational Diseases and Illnesses Act. Post-award, align company processes with Eskom’s OHS policies, procedures, and standards. Penalties apply for non-conformance by the main supplier or its subcontractors/suppliers.
