(D) Financial capacity (10 points: bank statement or NCR-accredited funding commitment). Preference points (20 total) awarded for: 51%+ women/youth ownership (5 points each), locality within Free State district (2.5 points), SMME status (2.5 points), disability ownership (5 points). Scope: Conduct 1-day training on combined assurance framework via MS Teams for the Department of Social Development, Free State. Purpose: Promote adoption of combined assurance aligning with King IV principles, PFMA requirements, and Treasury Regulations. Scope of work: Cover strategic, operational, compliance, and financial risks; integrate assurance from management controls, risk management, internal audit, and external providers. Attendees: Senior Management and Audit Committee officials. Deliverables: (1) Control self-assessment. (2) Documented and approved combined assurance plan (annual). (3) Integrated assurance report for audit and risk committee. (4) Risk coverage map (visual representation of assurance activities across key risks).

Submit firm prices only (non-firm prices disqualified). Pricing schedule (SBD 3.1) must include facilitation fee and training/course content. Offer must remain valid for 90 days from closing date. All applicable taxes (VAT, PAYE, income tax, UIF, SDL) must be included in the bid price. Delivery costs must be included in the bid price. Payment terms: as per General Conditions of Contract.
