Standard delivery window: 08:30–15:00, Monday to Friday (prior arrangements required for outside these times). Offloading is the supplier’s responsibility at their own risk and cost. Stock must be available on short notice, including weekends, public holidays, and after hours. Successful bidder must establish and maintain a fully operational warehouse within the George Municipal area within 30 days of award. Proof of address is required. Non-compliance may result in contract termination.

Bidders must complete the Past Experience schedule with details of similar works/services satisfactorily completed in the past. This must include: description of work, contract value, employer name, duration, and completion date. The schedule is compulsory. Proof of at least 10 years’ experience in the supply and delivery of building materials is required. Reference letters must be contactable and not older than 10 years. Non-compliance will result in the bid being non-responsive.

Warehouse requirements: Must store all required materials, maintain minimum stock levels (including 20 5x4 emergency kits), and be accessible for inspection. Failure to comply will result in performance penalties. All materials supplied must be SABS-approved.

Pricing must be provided for all sections (4x5m Temporary Structure, Single Items, 3x4 Emergency Structure, Gunplas, Floor) for Years 1, 2, and 3. Each line item and column must be completed; blank entries will result in disqualification. Prices must include 15% VAT and all costs (delivery, offloading labour). Year 1 prices are fixed for 12 months. Total rates for all 3 years (all taxes included) will be used for evaluation. Equivalent materials are acceptable where specified. Failure to complete all rates will disqualify the tender.

Pricing: All prices must be in ZAR and include 15% VAT. Prices must be provided per item for Years 1, 2, and 3 in the pricing schedule. Year 1 prices are fixed for 12 months from appointment. Year 2 and 3 prices must be completed. All line items across all years must be filled; blank entries will disqualify the bid. Prices must include all costs: delivery, labour for offloading, and VAT. No price adjustments allowed unless approved by the Municipality with verifiable proof (e.g., manufacturer increases). Evaluation is based on the total price for all 3 years combined. Payment: Full order payment only after all items are received. Back orders are accepted but paid upon full delivery. Successful bidder must register on the Central Supplier Database (CSD). Tax compliance: Submit a valid TCS PIN. B-BBEE: Submit a valid original B-BBEE certificate or certified copy. Trusts, consortia, or joint ventures must submit their B-BBEE status level certificate to qualify for points. No bids accepted from persons in the service of the State, Provincial Government, or Municipality. Joint ventures must submit a Joint Venture Agreement; failure to do so will result in disqualification.

Preference points claimed for B-BBEE status level and locality. Valid original B-BBEE certificates or certified copies must be submitted with the tender. Trusts, consortia, or joint ventures qualify for B-BBEE points as a legal entity if they submit their B-BBEE status level certificate. A B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) must be submitted to qualify for preference points.

Contract duration: 3 years from date of appointment, dependent on funding. Key terms: Tenderer must maintain stock levels and deliver within 24 hours of order placement. Non-delivery penalties: 1st occurrence – written warning; 2nd occurrence – 5% penalty on total order value; 3rd occurrence – 10% penalty + performance review. Failure to deliver complete orders results in order cancellation and appointment of an alternative bidder. Repeated non-performance may lead to immediate contract termination and possible blacklisting. The Municipality reserves the right to procure from alternative suppliers and recover additional costs from the defaulting supplier. The Municipality reserves the right to withdraw any invitation to tender, readvertise, reject any tender, or accept part of a tender. The Municipality is not bound to accept the lowest or any tender. An alternative tenderer may be appointed. No bids will be considered from persons in the service of the State, Provincial Government, or Municipality. Delivery period must not exceed 24 hours. Non-delivery penalties apply as outlined in contractual terms. Warehouse must meet specified requirements; failure to comply results in performance penalties.
