Evaluation occurs in three stages:

Must provide a training certificate for the SCADA OPC driver interface (issued to the bidder or the designated programmer) or a signed intent letter with programmer details.
• Stage 2 (Functionality): Only tenders scoring ≥70/100 proceed to Stage 3.
