Submit bids exclusively via the e-Tender portal. Use only the official forms provided—do not retype or alter them. Late bids or submissions sent to email addresses (e.g., [email protected] or [email protected]) will be rejected. Bids must be: sealed in an envelope, labeled with bid number (H004L2705RFQ00047), bidder’s name/address, and closing date (04 June 2026, 11:00 AM). No fax, telegraph, or postal submissions accepted. All alterations must be initialed; correcting fluid is prohibited. Bids must be complete, with all required documents included. Non-compliance with any of these rules may disqualify the bid. Bids must not be bundled with samples or other unrelated documents.

Evaluation uses the 80/20 preference point system. Points are allocated as follows: 80 points for price (lowest acceptable bid scores highest), 20 points for specific goals. Specific goals include: B-BBEE ownership (Black: up to 10 points, Women: up to 7 points, Youth: up to 3 points). Mandatory technical compliance: ISO/IEC 17025 accreditation for calibration (attach certificate or letter), and a proven track record in thermal scanner maintenance (minimum 3 client references on letterhead, dated, and <5 years old). Mandatory administrative compliance: Submit SBD 1 (Invitation to Quote), SBD 3 (Pricing Schedule), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points Claim Form), and SBD 7 (Contract Form). Failure to submit required documentation or meet mandatory criteria will disqualify the bid.

Scope: Thoroughly check, examine, inspect, service, maintain, and calibrate 107 thermal scanners. Equipment: Brand/manufacturer Flir, model E8 Pro. Serial numbers will be provided to the successful bidder. Deliverables: Full maintenance and calibration of all 107 units to professional-level quality standards. Offer validity: 120 days from closing date. Lead time: Must be specified by the bidder in days/weeks. Pricing must be firm (fixed) and cover all costs, including delivery and taxes. Delivery basis: All delivery costs must be included in the bid price for delivery at the prescribed destination.

Pricing must be firm (fixed) and inclusive of VAT (15%). Submit pricing in South African Rands (ZAR) using the SBD 3.1 Pricing Schedule form. Offer must cover all costs (delivery, taxes, etc.). Payment terms: Within 30 days of receipt of an approved invoice, per an agreed payment schedule. Remuneration is a fixed price per service rendered. Disbursements (if applicable) must not exceed 10% of the total payment and require original receipts against a pre-agreed list of expenses. Professional Indemnity insurance of a minimum cover of R160 million is required upon appointment.

Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or Central Supplier Database (CSD) number. If no TCS PIN is available, CSD registration is mandatory. Consortia/joint ventures: Each party must submit separate TCS/CSD proof. VAT registration is required. B-BBEE: Submit a valid B-BBEE certificate or sworn affidavit (for EMEs and QSEs) to qualify for preference points. Foreign suppliers: Must complete the RSA residency/taxation questionnaire. If no RSA presence (no residency, branch, permanent establishment, income source, or tax liability), TCS PIN is not required. No bids accepted from state employees or entities with state-employed directors/members. Proof of authority to sign (e.g., company resolution) is mandatory. All bidders must complete SBD 4 (Bidder’s Disclosure) to declare any conflicts of interest or state employment.
