Disqualification risk: Failure to submit mandatory documents (SBD 4) may result in disqualification.

Evaluation method: 80/20 preference point system.

• 80 points: Price (lower price scores higher).
• 20 points: B-BBEE status (submit SBD 6.1 to claim; failure to submit forfeits these points).
• Total: 100 points.

Additional rules:

• If all bids exceed R1,000,000, the tender may be cancelled and re-issued.
• Functionality and price are primary evaluation factors alongside B-BBEE.

• Manufacturer/Brand: Major Tech (or equivalent; submit datasheet or technical specifications if quoting equivalent).
• Part Number: K3552.
• Number of Ranges: 6 (50/125/250/500/1000 and continuity).
• Output short circuit current: 1.5mA.
• Continuity range: 40.00/400.0/4000Ω.
• Measuring current: 200mA with 5V output.
• AC/DC voltage measurement: 2.0 to 600V.

• Model (or equivalent).
• Quantity.
• Price Per Unit (Incl. VAT).
• Total (Incl. VAT).

Additional line items:

• Delivery Charge to iThemba LABS.
• Total (VAT inclusive).

Payment terms: 30 days from date of invoice receipt.

Total must be VAT-inclusive.

Mandatory:

• Registration on the Central Supplier Database (CSD) (www.csd.gov.za); submit CSD Supplier Number. Bids from unregistered suppliers will not be considered.
• SBD 4 (Declaration of Interest with Government), signed and completed.

Optional:

• SBD 6.1 (Preference Points Claimed) with B-BBEE certificate or sworn affidavit (for local bidders).

Disqualification:

• Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified.
• Fraudulent claims for B-BBEE or non-compliance with contract conditions may result in disqualification, cost recovery, contract cancellation, business restrictions (up to 10 years), or criminal prosecution.

Bidder certifications and acknowledgments:

• Preference points claimed are in accordance with General Conditions.
• Contractor may be required to provide documentary proof of claims if awarded.

Consequences of non-compliance or fraud:

• Disqualification from the tendering process.
• Recovery of costs, losses, or damages incurred by the organ of state.
• Contract cancellation and damages claimed for less favorable arrangements.
• Restriction from obtaining business from any organ of state for up to 10 years (after hearing the bidder’s side).
• Potential criminal prosecution.

Evaluation is based on functionality, price, and B-BBEE.
