Bidders must quote for all items in the pricing schedule; failure to do so will result in disqualification.

The tender follows the 80/20 preference point system (80 points for price, 20 points for specific goals). Specific goals include: 5 points for SMME (EME/QSE) status, 5 points for businesses within the City of Johannesburg, 5 points for 51% Black-owned enterprises, and 5 points for 51% Women-owned enterprises.

Provision of in-person training on Supply Chain Management (SCM) Supplier and Stakeholder Relationship Management for 26 officials. The training must be split into two groups of 13 officials, with each group receiving 2 days of training (4 days total). The provider must be accredited with LGSETA/ETQA. The scope covers buyer/supplier relationship management, supply models, strategic SRM, cross-functional team roles, and relevant legislation (MFMA, PPPFA).

No upfront payments will be made. Prices must be firm, inclusive of VAT, and in South African Rand. Bidders must provide a ceiling price including all expenses. In the event of exchange rate-based pricing, proof of forward cover must be provided within 14 days of order placement.

Mandatory requirements: Proof of LGSETA/ETQA accreditation, valid CSD report (not older than 3 months), and completed MBD forms (3.3, 4, 6.1, 8, 9). Bidders must provide municipal accounts (not older than 90 days) for the company and all directors, or a valid lease agreement/sworn affidavit. Tax status must be compliant on CSD. Directors must not be in the service of the state or listed on the National Treasury’s database of restricted suppliers.
