Submission channel: sealed envelope placed in the Tender Box at CoGHSTA Head Office, Larry Moleko Louw Building, 9 Cecil Sussman Road, Kimberley, 8301. Envelope must show the tenderer's name and address, tender number NC/15/2026, tender title, and closing date. Tenders must be submitted as an original plus one electronic scanned copy on a flash drive. Complete all returnable documents in non-erasable black ink. The tender must be signed by a person duly authorised; joint ventures must include the notarised JV formation document. Telephonic, telegraphic, telex, facsimile or e-mailed offers are not accepted. A two-envelope procedure is not used. Tenders not submitted on the Form of Offer and Acceptance (C1.1) are invalid. Tenders will not be opened immediately after closing; prices will not be read out. Disqualification risks: failure to attend both compulsory meetings, missing or unsigned returnable forms, incorrect SBD declarations, no proof of CSD, CIDB or NHBRC registration, no company registration, no authority to sign with director's certified ID copy, or a history of failing to complete a CoGHSTA project in the last 5 years.

Two-stage evaluation. Stage 1: Functionality scored out of 100; minimum 70 required to proceed. Criteria: Experience of Tenderer (40), Project Staff Experience (30), Plant and Equipment (18), Bank Rating (12). Stage 2: Financial offer scored using 80/20 system — 80 points for price (lowest price gets full 80, others scaled), 20 points for Specific Goals. Specific Goals points: 100% Women or Youth owned (10), less than 100% (5); 100% Black owned (10), less than 100% (5); 100% People living with disability (10); locally owned companies in Northern Cape (5). Maximum 20 points. Contract awarded to highest total points, subject to risk analysis and reasonableness of price. CoGHSTA may negotiate a reasonable price with the highest-scoring tenderer or cancel the tender.

Scope: Construction of 12 BNG (Breaking New Ground) houses at Rosedale 400, Dawid Kruiper Local Municipality, ZF Mgcawu District Municipality. Site locality: Rosedale 400, coordinates 28°26'29.78" S, 21°11'55.58" E. Works include civil engineering construction per SANS Standardised Specifications and GCC for Construction Works (3rd Edition) 2015. Contractor must appoint a Community Liaison Officer (CLO) at R7500 per month to assist with labour recruitment and community communication. Contractor must use local labour where possible and comply with EPWP reporting. Health and Safety: contractor must prepare and maintain a Health and Safety File, and submit an OHS Agreement and letter of good standing from the Compensation Commissioner within 14 days of commencement. No construction may start until the Health and Safety Plan is approved.

Project is VAT exempt — the client will not pay VAT (VAT payable by Employer is 0%). Tendered sum is not subject to escalation. Pricing must be submitted on the Pricing Schedule (C2.1) and Calculation of Tendered Sum (C2.2). Security options for the successful tenderer: (a) fixed performance guarantee of 10% of contract sum, or (b) additional deduction of 10% from each interim certificate, or (c) fixed performance guarantee of 5% plus 5% retention from each interim certificate. Tender offer validity: 90 days from closing date. If requested, tenderer must provide a banker's report on financial standing within 3 days. Bank rating (letter not older than 1 month) is scored in functionality: rating A to C earns 12 points, D to E earns 0.

Mandatory registrations: CIDB grading 4 GB or higher (active and in good standing at tender close); NHBRC registration (valid and not expired); CSD registration (proof of CSD registration summary report required). Required certificates to submit: original valid Tax Clearance Certificate or certified copy with verification PIN; NHBRC certificate; CSD report; B-BBEE Status Level Certificate (or for EMEs, a certificate from an Accounting Officer or SANAS-accredited verification agency); CIDB registration certificate; Letter of Good Standing from Department of Labour; UIF Certificate of Compliance; company registration documents (Certificate of Incorporation, Founding Statement, Partnership Agreement, or ID for sole proprietor); JV agreement and joint CSD plus separate SBD forms for each JV partner; CVs of project staff; municipal account or lease agreement/title deed as proof of locality.
