Evaluation occurs in two phases: Phase 1 (Functionality/Technical) and Phase 2 (Price and B-BBEE). Phase 1: Technical, Performance, Quality, and Risk criteria are assessed out of 100 points. Only bids scoring above the threshold and >= the highest bidder's functionality score progress. Phase 2: 80/20 point system (80 for price, 20 for B-BBEE status level). B-BBEE points: Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0. Failure to submit B-BBEE proof forfeits preference points.

Scope of work: Lagging Modification: Reduce existing 50 mm thick lagging material to 25 mm thickness (material available on-site for reuse). Lagging Installation: Install modified 25 mm lagging on furnace off-gas extraction ducting for Furnace 1 and Furnace 2, following standard practices. Protective Cover Installation: Fit and secure galvanised covers/sleeves over ducting for mechanical protection and weatherproofing. Materials: All lagging materials and galvanised covers/sleeves are provided on-site.

Necsa’s quality management system aligns with ISO 9001, ISO 17025, ISO 14001, OHSAS 18001, and RD 0034 (Quality and Safety Management for Nuclear Installations). Top management commits to regulatory compliance.

Pricing must include all applicable taxes. Prices must be fixed and firm. Include additional costs: freight, insurance until acceptance, duty (where applicable), and disbursements. Payment terms follow Necsa’s General Conditions of Purchase. Pre-payment is not allowed. Incomplete pricing may result in disqualification.

Required documents: Tax Clearance Certificate (SARS-issued tax PIN). Declaration of Interest (SBD 4). B-BBEE Certificate or Affidavit (if EME). Letter of Good Standing (COID). CIDB 1ME grading.
