Initially, Qualifying Criteria will be assessed. Bidders not meeting all Qualifying Criteria will be disqualified. Subsequently, a Functionality evaluation will be conducted, with a minimum threshold of 60 points out of 100 required to proceed. The functional criteria are: Alignment of proposal to specifications (20 points), Bidder’s relevant capability (20 points), Bidder’s relevant experience and track record (40 points), and Bidder’s capacity (20 points). Bids meeting the functionality threshold will then be evaluated on Price and Preferential Points.

Vehicle Type: A complete 6x6 firefighting pumper vehicle (bakkie) with a commercially available chassis, fire pump, water tank, and associated equipment. It must be right-hand drive and suitable for both structural and wildland firefighting, including off-road response and pump-and-roll capability. Minimum crew capacity is a single cab, with a robust cab construction including roll-over protection.
Pump: PTO driven, capable of high-pressure/low-volume (wildland) and moderate-to-high-volume (structural) operations. Pump capacity must be 380 l/min at 36 bar, with a primer system for drafting. The control panel must be electronic and easily accessible.
Water and Foam System: Minimum 2000L corrosion-resistant (stainless steel) water tank with internal baffling. Provision for drafting from open sources. Minimum 75L foam capacity with an integrated proportioning system. Includes two 30m x 25mm hose reels with nozzles (one on each side) and adequate storage for tools.
Firefighting Equipment: A firefighting monitor to be installed at the front. Delivery hoses (minimum 65 mm) for structural firefighting, branch pipes/adjustable fog nozzles, suction hoses with strainers, and hydrant connection capability. Standard local fittings and couplings.
Mobility & Off-road: High ground clearance, all-terrain tyres with heavy-duty sidewalls, differential locks (front and rear), and a 6x6 drivetrain suitable for various terrains. A central tyre inflation system is preferred.
Protection Systems: Cabin heat and flame protection, undercarriage shielding for critical components, and a self-protection water spray system.
Compliance: The vehicle must comply with applicable national and/or international firefighting and vehicle safety and quality standards (e.g., NFPA, EN, SANS).
Delivery: To Denel Aerospace Overberg Campus. Supplier is responsible for transportation and offloading.
Warranty: Minimum 12-month warranty for the pumper, with availability of after-sales support and spare parts.

Only firm prices, inclusive of all applicable taxes (including VAT), will be accepted. Non-firm prices will be rejected. VAT must be clearly indicated. The period for which pricing will be held firm must be stipulated. Any price adjustments must be based on a clear basis (e.g., CPI). All additional costs must be clearly specified and included in the Total Bid Price. Excluded items/services must be clearly indicated. Denel's standard payment terms are 30 days after month-end statements, paid via electronic transfer. Settlement discounts for earlier payment can be proposed. Bidders are responsible for any arithmetical errors in pricing. Bidders are encouraged to offer operational and cost-saving benefits.

For consortia, a breakdown of how fees and work will be spread (Annexure H) is needed. The National Treasury General Condition of Contract (July 2010) (Annexure J) must be submitted. A CSD Registration Summary Report and supporting documents (Annexure K) are mandatory. Bidders must ensure all compulsory returnable schedules and documents are properly completed, signed, labelled, and presented in the prescribed sequence. Failure to include all required documents may lead to disqualification.
