Co‑sourced internal audit services panel – 3‑year contract

• Bids must be deposited in the bid box at Polokwane Municipality, Civic Centre, corner Bodenstein and Landdros Mare Street no later than 10:00 on 12 March 2026.
• Bids must be sealed in an envelope clearly marked with the bid number and description.
• Use only the official bid forms provided (do not re‑type); complete all pages in black ink (pencil not allowed) and initial each page.
• All required returnable documents (CSD number, tax compliance certificate/TCS PIN, VAT registration, proof of municipal rates/taxes or lease, joint‑venture agreement where applicable, signed contract form MBD7) must be attached.
• Late submissions will be rejected; the bid box is open 24 hours a day, 7 days a week.
• Bids remain valid for 90 days after the closing date.
• Disqualification triggers include missing pages, pencil use, influencing the evaluation, submission after deadline, previous unsatisfactory performance, conflict of interest, being a person in the service of the state, being on the register of bid defaulters, abuse of the municipality’s supply‑chain system, or false declarations.

• Responsiveness criteria (must be met for a bid to be considered): sealed envelope, submission before deadline, valid CSD number, fully completed and initialed forms, joint‑venture agreement (if applicable), proof of tax/rates compliance, adherence to technical specifications and pricing instructions, relevant experience.
• Preference points applied on an 80/20 system: 80 points awarded for price, 20 points for specific goals as defined in the Preferential Procurement Regulation.
• Bids will be evaluated in accordance with the Supply Chain Management Regulations, the Preferential Procurement Policy Framework Act, and the General Conditions of Contract.
• The Council reserves the right to accept, reject or negotiate any bid and is not obliged to accept the lowest price.

• Provide co‑sourced internal audit services as a panel partner for a three‑year period.
• Services must comply with the specifications set out in the bid documents and any applicable professional standards.
• Demonstrate experience delivering audit projects of similar scope and size.
• Submit all required technical documentation, including the completed bid form, certifications, and any required licences or professional registrations.

• Complete the Schedule of Prices (Form MBD 3.1) with a fully priced bid; pricing must follow the instructions in the bid documents.
• Submit a performance security (bank guarantee, irrevocable letter of credit, or cashier’s/ certified cheque) within 30 days of award notification, as specified in the Special Conditions of Contract.
• Bids must remain financially valid for 90 days after the closing date.
• Provide tax compliance evidence (TCS PIN or CSD number) and VAT registration details.
• No specific payment terms are stated; payments will be made in Rand within 30 days of receipt of a proper invoice.

• Tax compliance: submit a valid Tax Compliance Status (TCS) certificate or PIN, or a CSD number if no TCS is available.
• Central Supplier Database (CSD) registration is mandatory.
• VAT registration number must be provided.
• No bids will be accepted from persons in the service of the state or from entities listed on the Register of Bid Defaulters (Prevention and Combating of Corrupt Activities Act).
• Foreign suppliers must complete the pre‑award questionnaire in Part B:3.
• All bidders must sign and initial each page of the bid documents; failure to do so results in disqualification.
